If so, then consider joining the Property Management team, with the Real Estate Branch, as a Property Manager! The Real Estate Branch combines real estate and land development expertise to create integration across a diverse portfolio: we own, lease and manage the City's inventory of real property (land, buildings, and facilities). We provide expert real estate services to the corporation and integrate multiple corporate interests so that Council can achieve its vision. The Property Manager is a role managing a low to intermediate complex property portfolio that provides expert real estate services to the corporation and integrates multiple corporate interests so that Council can achieve its vision. This position reports to the General Supervisor of Property Management in support of various City of Edmonton properties. Portfolios managed by the Property Manager typically include low to intermediate value and risk and/or intermediate profile work including providing oversight and guidance to junior staff. Key duties include Property Management Services, Lease and Financial Administration, Projects and database management. Additional duties include:

  • Ensure effective day to day operations and customer (tenant) services for city-owned and leased facilities, including buildings, parkades, parking lots, vacant land and special purpose facilities (ie integrated sites), in accordance with City policies and procedures
  • Use inventory, financial, and property management systems for entering and managing lease data, budget administration, invoicing, coordination of local improvement charges, and review of tax responsibilities
  • Administer agreements with private or public sector owners/landlords / property managers/tenants to ensure acceptable standards of operation, maintenance and services to the city in accordance with the lease terms and conditions are maintained at all times, including property inspection
  • Identify the need for base building projects due to ongoing building operations, evaluations, life cycle requirements, in both owned and leased property, including tenant improvements
  • Develop and maintain emergency procedures for a given portfolio
  • Preparation of council and committee reports as required
  • Use inventory, financial, and property management systems for entering and managing lease data, budget administration, invoicing, coordination of local improvement charges, and review of tax responsibilities
  • Contract administration and engage in all operational activities including accounts receivable/payable payments, operating cost reconciliation, monitoring rent, interdepartment billings, maintenance coordination, and other special projects
  • Identify the need for base building projects due to ongoing building operations, evaluations, life cycle requirements, in both owned and leased property, including tenant improvements
  • Manage the coordination of the project team and monitor project implementation through civic departments and outside contractors
  • Review and provide input into the planning and implementation of accommodation and base building projects as necessary to ensure scheduled completion and that budget parameters are met
  • Additional related duties as required

Qualifications :
  • Completion of High School Diploma or GED and a professional designation as a Certified Property Manager (CPM) OR Real Property Administrator (RPA)
  • 3 years progressively responsible experience in administration of property management and leasing
  • Knowledge of the relevant provincial and municipal laws, rules and regulations regarding property development and administration, including the ability to understand and interpret contractual and legal requirements
  • Knowledge of the approved principles and practices related to property facility development, building maintenance and administration, including knowledge of factors affecting property and facility values and development and current literature, trends and developments in the field of property and facility administration
  • Financial acumen including effective skill in the preparation and presentation of comprehensive analysis and reports
  • Ability to work in a municipal government setting as well as understanding the corporate structure and interdepartmental relationships
  • Ability to establish and maintain effective working relationships with developers, government officials, departmental representatives and others
  • Excellent customer service skills, ability to troubleshoot and provide decisions in an emergency situation and follow approved guidelines
  • Experience dealing with customers in stressful and/or difficult situations
  • Ability to communicate with multiple stakeholders, negotiate, and build consensus with people at varying levels and provide clear recommendations
  • Ability to work in a fast-paced environment with multiple changing priorities and high attention to detail including effective time management skills
  • Ability to think strategically, make decisions and assess risks
  • Experience in continuous improvement methodologies and techniques is considered an asset
  • Knowledge of space programming, facility management systems, construction, project management, and feasibility studies are assets
  • Excellent written and verbal communication skills in dealing with internal and external customers, contractors, consultants, real estate agents, boards, authorities, and other community organizations
  • Ability to project manage including effective time management and coordination practices
  • Proficient in Microsoft Suite or Google Applications and the ability to learn new programs/software
  • Knowledge of POSSE, SAP, TACS, and TRIRIGA is an asset to the position
  • Strong negotiation skills and the ability to professionally manage difficult situations while achieving results and maintaining relationships
  • This is a mobile position and the candidate may be expected to work in various locations, without an assigned workstation, throughout the City
