Vaughan is your place to grow.Position OverviewThe Project Manager - Transportation Data Management and Road Safety is responsible for managing the City of Vaughan\'s traffic data collection and data management program to help advance data collection, data management, and evaluation of key performance indicators associated with the four pillars of the Move Smart Strategy: road safety, traffic data management, mobility management, and sustainable mobility.Reporting to the Manager of Traffic Services, this position will liaise with project managers, technical disciplines, and external stakeholders and participate in special projects, committees, and working groups to support City-wide projects to coordinate traffic data collection programs and manage traffic data across municipal departments to ensure consistency and accuracy in record keeping and reporting.Responsible for managing and operating the City\'s Traffic Data Management System, contract management of data collection and data management vendors (including Traffic Engineering Software), developing and evaluating key performance indicators and undertaking regular evaluation of the City\'s Road Safety program, managing data collection, and reporting for speed compliance programs including Automated Speed Enforcement. Also leads the development of Annual Road Safety Reports.The position will support the following outcomes:

  • Enhanced delivery of accurate, reliable, and consistent traffic data
  • Deliver modernization of traffic data management with up-to-date traffic data to support data-driven and evidence-based decision-making
  • Manage traffic data to allow for ongoing tracking of the performance of the City\'s transportation system
  • Develop key performance indicators and evaluate the road safety and traffic management programs and initiatives
  • Support the delivery of an Automated Speed Enforcement Program
  • Research and develop cost efficiency model for data and traffic systems management
  • Facilitate expansion of traffic data services provision, research on-cost recovery model through additional fee-based traffic data requests
  • Undertake annual review and develop an Annual Road Safety report.

  • Successful completion of a University Degree in Statistics, Mathematics, Transportation, Computer Science, Engineering, other related STEM field, and/or approved equivalent combination of education and experience.
  • Minimum five (5) years\' experience in transportation planning or engineering, statistical and predictive modelling, road safety, traffic operations, and data management and analytics.
  • Project Management experience with PMP is considered an asset.
  • Knowledge in applying a wide range of analytical techniques in a professional or academic research-based role, including analyzing and modeling large data sets, exploratory data analysis or data mining processes.
  • Experience using statistical packages such as R, Python, SQL, MATLAB, SPSS, SAS.
  • Knowledge of data, internet and networking technologies, with demonstrated experience using data management and reporting software, such as MS Excel, Oracle, MS SQL Server, SSRS, SSIS, Power BI, and Crystal Reports, web services and API\'s.
  • Knowledge of statistical concepts in the development of traffic engineering models and in-depth analytics.
  • Strengths in spatial data management and analysis using ArcGIS technologies.
  • Excellent pattern recognition and predictive modeling skills.
  • Experience in mining, collecting and analyzing complex data to draw conclusions and present findings.
  • Knowledge of Intelligent Transportation Systems and transportation technology.
  • Understanding of advanced data analytical techniques such as data preparation and analysis, data cleaning, extraction and interpretation.
  • Proven ability to drive business results using data to provide insights.
  • Ability to analyze and resolve technical problems and assess application technology and end-user needs.
  • Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
  • Exceptional interpersonal, organizational, and analytical skills; excellent oral and written communication skills. Ability to deal courteously and effectively with the Public, Staff, Members of Council, and Consultants.
  • Excellent analytical, problem solving, strategic planning and conceptual thinking skills.
  • Effective negotiation and conflict resolution skills.
  • Demonstrate a track record delivering projects on time and budget.

  • Proficient in Microsoft Office software (Word, Excel, PowerPoint, Outlook), Synchro, AutoCAD, and various traffic engineering software.
  • Valid Ontario Class \'G\' driver\'s license in good standing with a reliable vehicle for business purposes when required.
  • Ability to work outside normal business hours, as required.
