COMPENSATION: $66,646- $88,896 Annually Prorated

CONTRACT DURATION: 1 year

Serving approximately 13,969 annually and providing 1,788 units of supportive housing last year, LOFT is one of Ontario\xe2\x80\x99s largest mental health service providers of its kind. To help fulfill its mission, LOFT is hiring a Program Manager of Toronto Supportive Housing.

JOB SUMMARY:

The Program Manager of Toronto Supportive housing oversees the administration, management, operations, coordination, and delivery of all consumer services for a LOFT Community Service Program, and its multiple locations, in accordance with the established philosophy and policies of LOFT and government regulatory agencies.

The Program Manager is responsible for the overall direction, coordination, and supervision of staff, including training and development programs.

The Program Manager establishes and maintains effective client and community relations, combined with a strong advocacy role to meet the varied needs of the program in liaison with LOFT Community Services.

What You Will Do

  • Program Management and Operation
  • Plans, develops and implements the Program\xe2\x80\x99s content, scope, priorities and deliverables, ensures the incorporation of agency ideals, policies, procedures, and funder expectations.
  • Establishes Program operational parameters, staffing models, fiscal and service quality policies, procedures and standards in conjunction with their Director.
  • Prepares annual service plans with input from a variety of sources.
  • Develops program manuals and client documentation practices for the Program conjunction with their Director.
  • Monitors and evaluates program performance and service delivery models, conducts planning and evaluation initiatives conjunction with their Director.
  • Develops and implements projects within the program\xe2\x80\x99s mandate in response to client needs.
  • Develops and maintains a positive social environment within the Program that is consistent with the overall objectives, policies and criteria for clients as established by LOFT.
  • Responsible for the overall direction, coordination, and supervision, training, development, and performance management of all Program staff.
  • Supervises Program staff and provides team leadership to establish a healthy supportive working environment consistent with LOFT\xe2\x80\x99s operating principles.
  • Participates in regular on-call coverage with other LOFT Community Services management to ensure leadership coverage across all Programs and services.
  • Responsible for the selection and hiring of all Program staff.
  • Monitors and ensures Program compliance with licensing, funder requirements, employment legislation, safety codes and organizational operating principles.
  • Oversees and monitors Occupational Health and Safety and ensures that standards are being met.
  • Oversees infection control, and food service practices in conjunction with local public health.
  • Investigates and reports on a variety of incidents or serious occurrences.
  • Determines the impact of changes within immediate community on the Program and its operations and responds proactively to these changes.
  • Client Care
  • Oversees the administration, management, operations, coordination, and delivery of all client services at the Program.
  • Oversees the planning and creation of all client care plans at the Program.
  • Advocates on behalf of the client group within the community.
  • Serve as an advocate and facilitator for clients pertaining to the services and supports they require.
  • Maintains regular contact with residents and responds to client concerns, input and feedback.
  • Promotes client participation and partnership in the operation of the Program.
  • Remains up to date on mental health initiatives, environmental factors, socio-economic conditions, available social services, and other issues faced by LOFT\xe2\x80\x99s clients.
  • Financial Responsibility
  • Oversees the administration, management, and coordination of all Program Financial Resources.
  • Determines spending priorities and oversees expenditures according to approved Program budgetary allocations.
  • Maintains Program occupancy rates based on funding requirements.
  • Establishes and implements Program fiscal control practices.
  • Assists LOFT\xe2\x80\x99s Finance department in formulation of the Program\xe2\x80\x99s budget and the annual budget submission to funders.
  • Identifies or cultivates new sources of funding, liaises with funders, assists with preparation of funding proposals.
  • Reviews monthly petty cash, staff expense claims, timesheets, and other payroll information in a timely fashion.
  • Ensures the proper collection, recording and submission of resident housing charges.
  • Information Responsibility
  • Oversees the administration, management, and operations of all Information Resources at the Program.
  • Overall responsibility for the storing, sharing and use of confidential client data at the Program.
  • Maintains current and accurate records of care services and documented behaviours for all clients served by the Program in accordance with established procedures.
  • Material Responsibility
  • Overall responsibility for all Program locations including facilities, equipment, vehicles, and other LOFT property.
  • Oversees licensing, inspections, upkeep, fire/safety regulations standards, and maintenance for all Program locations, equipment, vehicles, and other LOFT property.
  • Reports building and maintenance issues to Facilities Management in a timely manner.
What You Bring
  • Post-secondary degree in Human Services or equivalent
  • A minimum of five years of experience in direct service work.
  • A minimum of three years of experience in program administration/management including service delivery, program development, staff supervision, budget administration, and liaison with community partners.
  • Experience in the planning and delivery of direct services in accordance with Psychosocial Rehabilitation Principles.
  • Experience in facilitating and driving quality improvement and ensuring excellence in standards of service.
  • Extensive knowledge and understanding of mental health and mental health initiatives and of the types of issues faced by disadvantaged adults including: substance abuse, racism, discrimination, homelessness, unemployment, and social isolation caused by lack of education, poverty, illness or age.
  • Knowledge of the environmental, socio-economic conditions in the community, the social services provided by all three levels of government and of the services provided by other community agencies.
  • Understanding of cultural competency and anti-oppression framework.
  • Knowledge of the challenges of delivering community based supportive housing for consumers with special needs, vulnerable persons with special needs, mental health and socially disadvantaged individuals.
  • Knowledge of Psychosocial Rehabilitation Principles (PSR) with the ability to put them into practice.
  • Knowledge of the Tenant Protection Act, and tenant rights and obligations.
  • Knowledge and understanding of statutes and regulations governing non-profit housing, social and health issues and fire/safety requirements
  • Computer literate and able to use Microsoft Office software, write clear concise reports, and use provincial common assessment tools.
