Primary function
The Program Manager, ERM will manage elements of LAO\xe2\x80\x99s risk governance program, provide oversight, coordination, and facilitate the effective identification, assessment, planning, action plans, and communication pathways for enterprise risks. The Program Manager, ERM also supports the VP SPA, who serves as LAO\xe2\x80\x99s Chief Risk Officer.
Department overview The Enterprise Strategy Management (ESM) department is in the Strategy and Public Affairs (SPA) Division. ESM oversees the business planning development process, enterprise risk management framework. Using a corporate standard project delivery framework, it advances and supports the delivery of key enterprise-wide initiatives, ensuring successful execution of LAO\xe2\x80\x99s Business Plan. ESM is also a central location where the status of all LAO\xe2\x80\x99s strategic work and key corporate projects is captured.

Key accountabilities
Provide strategic leadership, senior-level expertise and specialized advice to support ERM strategies, and related operational activities, business processes, enterprise risk information and reporting systems, in support of the achievement of LAO\xe2\x80\x99s mandate
Development, implementation and continuous improvement of enterprise risk management framework, including policies, analytics, supporting tools, systems and reporting processes, based on best practices and in alignment with OPS risk management Directive, Framework and process to support the level and complexity of the risks that LAO experiences
Identify, monitor and provide advice on risk avoidance and mitigation strategies relating to the implementation of LAO Strategic initiatives and programs;
Lead the development and maintenance of a consolidated Risk reporting capability to provide consistent and regular visibility to senior leadership, the board and the Ministry regarding critical risks at the enterprise level
Establish strategic and collaborative internal and external partnerships, integrating activities, informing key stakeholders, developing options for strategic decision-making and recommendations, to present to senior management
Assign work and provide leadership and expertise to staff, including daily oversight, coaching/training, and support with resolving issues
Required skills & experience
Business degree or related discipline or minimum five years\' experience in enterprise risk management/ business continuity programs management and project management preferred.
MBA, or other professional-related qualifications would be an asset.
Knowledge of ERM concepts, principles and practices to lead, coordinate and facilitate enterprise risk reviews of business operations and related systems, make authoritative recommendations for change
Evaluating emerging risks, trends and issues to assess impact on LAO and to act as change agent, identifying and addressing training/knowledge needs and supporting organizational adjustments
Project management, analysis expertise, and knowledge of change management principles and theories
Leading and advising on risk, mitigation, control and reporting functions, including the creation and refinement of approaches, processes and analysis tools, to ensure program effectiveness, efficiency, and ensure compliance with LAO\xe2\x80\x99s requirements and standards
Improving business policies, procedures, processes, systems, risk assessment activities, and training materials, to meet audit requirements for the collection, recording, and reporting of risk information
Managing complex projects, innovative approaches to issues, risk management and the alignment of appropriate governance and oversight structures
Identifying strategic and emerging ERM issues/requirements that will impact on LAO\xe2\x80\x99s objectives, make recommendations, identify and mitigate risks to business objectives, and resolve problems and issues pertaining to initiatives
Assessing policy, governance, stakeholder/public perception, financial, information technology and business continuity risks and risk controls
Accounting expertise and analysis to support in-year financial management and strategic planning, and lead/influence the development of a range of accounting and control policies/policy options
Knowledge of systems design and development principles, to lead the design, development and implementation of risk assessment and management systems
Effective oral and written communication skills to prepare project material, briefing notes and consultation/discussion papers/ submissions for senior management consideration, operational policies and procedures, impact analysis, and other related correspondence
Negotiation and influencing skills to provide recommendations, business advice and risk management expertise on a range of critical business, strategic, operational and reporting risks
