ABOUT THE ROLE




Reporting to the Manager, Community Innovation and Partnerships, the Program Manager will mainly oversee the coordination/administrative functions of the Human Services Planning Board of York Region (HSPB). This role is pivotal in advancing the Board's strategic priorities and ensuring the successful implementation of a 2026-2028 Collective Action Plan, with a strong focus on housing affordability, community engagement, and innovative partnerships. The Program Manager will serve as a key connector across sectors, driving collaborative action, facilitating strategic planning, and ensuring the Board remains focused on measurable outcomes that contribute to building strong, caring, and safe communities. As part of a dynamic and evolving team, the Program Manager may also be assigned to lead or support other portfolio work within the Community Innovation and Partnerships unit, based on emerging priorities and organizational needs. The role requires a high degree of flexibility, strategic thinking, and the ability to navigate complex systems and partnerships.




WHAT YOU WILL BE DOING




Leads program planning and project management activities, identifies and removes/prevents barriers in programs and services. Supports the Manager in the development and implementation of policies, programs and partnerships, analysis and evaluation for assigned areas of responsibility. Responsible for the implementation of work plans to achieve objectives including any required research, stakeholder engagement, analysis, options and recommendations, negotiation and management of competing priorities. Supports the delivery and administration of policies, programs and initiatives, including ensuring compliance with pertinent legislation/regulations/guidelines and alignment with policy direction, management and resolution of issues, engagement with stakeholders, and reporting and analysis of outcomes. Monitors, assesses and analyzes factors and data that impact policies, programs and partnerships; leads research and analysis on pertinent issues and trends; and proactively advises management on actions to ensure informed program and policy decisions and continued achievement of objectives. Supports/oversees staff in development of/input to reports, briefing notes, presentations, etc. Responsible for continuous improvement efforts to ensure policies/programs/partnerships remain responsive, efficiently and effectively administered, and reflective of best practice, including supporting reviews, identification and development of improvements, and implementation of any changes Provides direction in the development and implementation of program plans, and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans, standards, and business goals. Supports the Manager in the development and administration of relevant contracts and agreements to enable implementation of assigned policies/programs/partnerships, ensuring adherence to obligations, commitments, expectations etc. Provides expertise in the planning and the development of the communication strategies and annual business plan, including resource allocation, and monitors the action plan for achieving results


WHAT WE ARE LOOKING FOR




Successful completion of a University Degree in Social Sciences, Human Services, Community Development, Public Administration or related field or approved equivalent combination of education and experience. Minimum three (3) years' relevant experience in policy development, or program administration, and demonstrated one (1) year of direct supervisory experience. Demonstrated knowledge of relevant program development, applicable legislation and industry standards, and current practices. Demonstrated knowledge of relevant Standards, Acts and Regulations. Demonstrated ability in the Region's leadership and core competencies. Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines. Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans. Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
