oversees the day-to-day operations of community-based youth care homes, ensuring the delivery of high-quality, trauma-informed care to youth experiencing social, emotional, or behavioral challenges. This role provides leadership and supervision to staff, manages program development and implementation, and ensures compliance with program goals, service standards, and reporting requirements. The Program Manager plays a critical role in fostering a safe, supportive, and empowering environment that promotes youth stability, growth, and independence.
Key Responsibilities
Program Oversight and Leadership
Oversee daily operations of community-based youth care homes, ensuring programs operate effectively and meet service delivery standards.
Develop, implement, and evaluate program policies, procedures, and protocols aligned with agency goals and best practices.
Lead and mentor staff in delivering trauma-informed, client-centered care.
Ensure the care home environment is safe, clean, and welcoming for youth.
Identify opportunities for program improvements and innovative practices to better support youth needs.
Staff Management and Development
Supervise and provide leadership to Youth Care Workers and Team Leads.
Conduct regular performance evaluations and provide coaching to support staff development.
Coordinate staff schedules, approve timesheets, and manage coverage to ensure consistent programming.
Facilitate regular team meetings to provide updates, address challenges, and encourage open communication.
Support staff in managing difficult behaviors, crises, and complex youth situations.
Model and coach staff on professional boundaries and engaging youth in meaningful, supportive conversations.
Youth Support and Advocacy
Ensure all services are trauma-informed, strengths-based, and uphold dignity, respect, and empowerment.
Collaborate with staff to develop individualized youth plans focused on stabilization, skill development, and long-term goals.
Build and maintain connections with external service providers to facilitate access to mental health, education, and vocational supports.
Address concerns, complaints, and conflicts professionally and promptly, advocating for youth needs and well-being.
Administrative Responsibilities
Manage program budgets, monitor spending, and ensure responsible use of resources.
Maintain accurate documentation and ensure compliance with agency standards.
Monitor key performance indicators and evaluate program outcomes to identify areas for growth and demonstrate impact.
Ensure all agency policies, service standards, and funding agreements are met.
Community and Stakeholder Engagement
Build and maintain collaborative relationships with community partners, agencies, and stakeholders.
Represent the program at community meetings, committees, and events.
Collaborate with external partners to address systemic challenges affecting youth.
Health and Safety
Ensure health and safety standards are met at all times within the care homes.
Respond to critical incidents and crises, providing guidance and support to staff and youth.
Oversee facility maintenance, ensuring necessary repairs and upkeep are completed.
Qualifications and Skills
Degree or diploma in Social Work, Child and Youth Care, or a related field; equivalent experience may be considered.
Minimum 3 years of leadership experience in a youth-serving or residential program.
Strong understanding of trauma-informed and strengths-based approaches.
Demonstrated experience with crisis intervention, conflict resolution, and staff supervision.
Excellent organizational, leadership, and program management skills.
Strong verbal and written communication skills.
Experience with data management systems considered an asset.
Ability to maintain professional boundaries while building positive relationships with youth and staff.
Proficiency in Microsoft Office Suite and related software.
Valid driver's license and reliable transportation.
Current First Aid/CPR certification or willingness to obtain.
Physical Requirements
Ability to lift a minimum of 10 lbs.
Ability to perform light cleaning and facility oversight tasks.
Regular attendance at meetings, participation in on-call rotation, and responsiveness to program needs.
Working Conditions
Primarily based within care homes, with occasional community or partner meetings.
On-call responsibilities required to support after-hours program needs.

Pay: $62,920.00-$67,600.00 per year
