Why is this role important?
Reporting to the Manager, the Program Lead, Data Stewardship Initiative, is part of a matrix team responsible for executing on deliverables to strengthen data stewardship at the pan-Canadian level, based on CIHI and stakeholder priorities. They are responsible for the implementation and support of the governance model that will drive improvements to pan-Canadian health data stewardship, the co-design of data stewardship resources and tools, and will support other stewardship related activities. This is a highly collaborative role with exposure across CIHI and with key external stakeholders, and will require strong thought leadership, strategic decision-making and proactive stakeholder engagement.
What you'll do
  • Leads priority data stewardship related activities related to the governance model including all the activities, tasks and responsibilities associated with the planning, prioritization, implementation, enterprise alignment and evaluation within this program of work. Provides regular progress reports, identifies issues, priorities and risks and makes recommendations to the manager. Participates in the development and monitoring of the operational plan and provides input into the planning and execution of operational deliverables and branch priorities.
  • Provides leadership and guidance to staff in an interdisciplinary matrix environment. Leads and motivates the team; provides clear direction; effectively delegates and monitors performance results; participates in recruitment activities; supports the team through change; makes decisions that balance the best interest of the team; the organization and its stakeholders; ensures that learning opportunities are provided and leads by example by promoting CIHI's core values.
  • Leads activities to support the implementation of a pan-Canadian health data stewardship model and related resources including coordinating the governance and advisory body meetings and related activities, identifying and maintaining a list of priority problems to be addressed, and monitoring and reporting on progress.
  • Interfaces with CIHI's other advisory committees, external (e.g. FPT) governance bodies and other expert groups to ensure alignment with the stewardship initiative and feed into the governance model as appropriate.
  • Develops and maintains a deep understanding of current and emerging data governance best practices and related F/P/T stakeholder information needs and priorities.
  • Establishes and fosters productive relationships with external organizations including governments and other pan-Canadian health organizations, and with key stakeholder groups such as patient communities, First Nations, Inuit and Mxc3xa9tis (through CIHI's Indigenous Health team) and the public, to exchange knowledge and expertise relating to data governance and stewardship.
  • Works collaboratively with internal and external stakeholders to align stewardship work with other initiatives on CIHI's transformation agenda such as connected care (interoperability) and hospital data transformation, and CIHI's data governance portfolio.
  • Acts as a data stewardship subject matter expert and promotes the organization, its products and services, through participation on external committees, presentations and/or attendance at provincial, national and international conferences, and other activities as required.
What you'll bring to the table
  • An undergraduate degree in health sciences, business/health administration, health information, social science or an equivalent scientific or clinical discipline is required. Graduate degree is an asset.
  • 5 years' experience in health care information with expertise in the areas of data and information governance, management, and quality. Must have at least 3 years of experience in people management and the ability to prioritize and manage multiple tasks with minimal supervision.
  • Excellent verbal and written communication, interpersonal, presentation and facilitation skills.
  • Demonstrated ability to analyze, synthesize and communicate complex information to a wide variety of audiences.
  • Thorough knowledge of CIHI's data and information governance mechanisms and related resources and solid awareness of data and information governance best practices and data stewardship models.
  • Knowledge of the data and information lifecycle and related governance, and experience in the collection, use and stewardship of data.
  • Solid awareness and understanding of the structure of Canada's health system, health issues and service delivery systems.
  • Excellent team-player with strong analytical, critical thinking, and problem-solving skills.
  • Demonstrated ability to build and maintain relationships at various levels of the organization and externally, and to nnavigate complex situations with numerous stakeholders and diverging interests in order build consensus and drive results.
  • Excellent organization and project management skills.
  • Detail-oriented, ability to set priorities and meet deadlines under pressure.
  • Ability to fulfill occasional travel requirements.
  • Fluency in English is required, bilingualism in both official languages is preferred.
