We work together to create a future where everyone has an opportunity to thrive.About Our OpportunityThe Program Lead is responsible for overseeing the 17-million-dollar budget distributed through the Adult Education Division\'s provincial and federal funding programs. The Program Lead also supervises the five Adult Education Coordinators (AECs) across the province who are responsible for managing the Nova Scotia School for Adult Learning (NSSAL) funding agreements and various special projects and initiatives. The Program Lead is responsible to lead the funding model working group, to implement changes to the funding model and implement agreement management strategies. They contribute to the accountability and evaluation of all funding through the development of funding assessment guidelines processes and contribute to special adult learning projects and initiatives.This position will report to the Manager of Policy and Planning.Primary AccountabilitiesThis position will require you to:

  • Ensure appropriate creation and implementation of funding and guidelines for the various NSSAL programs, projects, and initiatives.
  • Conduct budget progress analysis while working within established procedures.
  • Develop action plans to address budget and operational business requirements.
  • Allocate appropriate resources and develop strategies to ensure program management meets program requirements.
  • Be responsible for leading the annual review and revision of all funding guidelines.
  • Lead the development of any resources or tools required to assist AECs in carrying out the roles and responsibilities of their role.
  • Identify shortcomings and suggest improvements to existing processes, systems, and procedures, and then deliver a change plan, in collaboration with senior colleagues and a project team.
  • Represent the division as a Subject Matter Expert ME on LaMPSS committees or other working groups, as required.
  • Monitor programs and services delivered by service providers ensuring accountability frameworks are in place and are implemented.
  • Deliver the established outcomes by managing day-to-day relationships with clients, contract service providers, and team.
  • Ensure the effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communications, and monitoring expenditures while adhering to procurement guidelines.
Qualifications and ExperienceYou have a bachelor\xe2\x80\x99s degree in a related field with six years of related experience; an equivalent combination of training and experience will be considered. Related experience is defined as experience administering (exercising decision-making authority in working with internal and/or external clients to determine eligibility for) programs and/or services and/or policies. You have strong communication and interpersonal skills and a proven track record of leading effective teams. You value, equity and inclusion and lead with a lens that supports and values a healthy workplace and demonstrates leadership competencies.As the successful candidate, you will have demonstrated experience in:
  • Supervising and leading a team of employees
  • Reviewing and approving funding agreements (including financial transactions)
  • Overseeing the management of funding agreements
  • Analyzing, interpreting, and applying program policies and procedures
  • Assessing, measuring, and improving performance.
  • Meeting short- and long-term goals and improves the efficiency and effectiveness of processes.
  • Budget forecasting, developing recommendations, program policies, and guidelines.
  • Working without supervision and provides technical guidance when required on achieving full compliance with applicable rules and regulations in management and/or operations.
  • Developing appropriate plans or performing necessary actions based on recommendations and requirements.
  • Analyzing data from multiple sources to draw appropriate conclusions and make suitable recommendations.
  • Working within LaMPSS
