The Program Director leads a team of Program Leads/Managers and provides leadership and direction for the delivery of all aspects of multiple program/services portfolios that have major impact on governments ability to provide The Land Titles Initiative program and services to the public.Primary AccountabilitiesThe Director is responsible for approving programs and makes recommendations to senior leadership on whether particular aspects of the program or initiative should proceed. The Director contributes to the development of a framework by working with partners in other departments and identifies new programs, markets, and initiatives to further develop and strengthen Land Titles Initiative program opportunities in Nova Scotia that align with the goals of the province
.

  • Leads the design, development and delivery of reporting and accountability mechanisms to ensure the requirements and expectations of the Department are being met within the programs. Ensures that the portfolio of programs support the overall Government strategy.
  • Leads and monitors the compliance of programs by analyzing reports and preparing summary and briefings to the Minister (interpreting policies and legislation).
  • Designated on behalf of the Minister to administer the Land Titles Clarification Act, to perform and exercise any of the powers, privileges, duties and functions that the Minister is accountable to perform in accordance with the program/service area Act(s).
  • Utilizes a broad knowledge of policies and programs to maintain effective and collaborative relationships with provincial, federal and international governments, partners and organizations. Represents the Department on government, industry, public/private, inter-department and internal committees, project teams, and at conferences and meetings.
  • Leads the development and/or operation of aspects of the internal and external communications system with broad direction from Executive Director, Associate Deputy Minister, and/or Deputy Minister.
  • You will deliver expert research, analysis, consultation, and advice on project issues.
  • Making significant improvement on short-term or long-term business performance by recommending authoritative technical and/or professional solutions.
Qualifications and ExperienceAs our Program Director, you will have a Bachelors\' Degree in a related discipline such as Commerce, Political Science, Arts, Masters in Public Admin or related field which involves project management, policy etc. You will have several years of progressive, senior-level management experience. A law degree is an asset.An equivalent combination of training and experience may be considered.In this role you also have demonstrated knowledge of leading large-scale change in a complex stakeholder environment you can lead change, move forward new initiatives, and overcome ongoing systemic challenges.You will think through issues by seeing the pattern or big picture, brings facts and ideas together, and develops innovative or creative insights. Specifically, see patterns or trends; for example, spotting recurring problems.You will possess exceptional interpersonal and communication skills (verbal and written) and the ability to establish productive relationships with senior representatives of non-governmental and governmental organizations (both internally and externally) valuing a diverse and inclusive environment.You are proficient using Microsoft Office programs (Word, Excel, Outlook, Power Point), and have excellent research capabilities and strong organizational skills with attention to detail and accuracy while balancing priorities.We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.EquivalencyApplicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.LEADSThe Government of Nova Scotia has adopted the LEADS Leadership Framework.
