This is a pivotal moment and it\xe2\x80\x99s all hands-on deck here. We\xe2\x80\x99re searching for a Program Director, Oil & Gas for our Calgary or Edmonton office to play a lead role in strategic planning and policy development to increase our local and national influence.

The Position

Reporting to the Senior Director, Industrial Decarbonization, the Program Director, Oil & Gas will lead and oversee the management and continued improvement of the Oil & Gas program. The Oil & Gas program works to advance leading-edge policies that are needed for the oil and gas industry to reduce emissions in line with Canada\xe2\x80\x99s need to meet its climate targets, and to prepare the industry to successfully navigate the coming energy transition. The Oil & Gas program supports policy measures and regulations aligned with oil and gas emissions reduction targets of 31% below 2005 by 2030 and net-zero emissions by 2050.

Key Responsibilities

Government and stakeholder relations

  • Cultivate, maintain, and deepen constructive relationships with stakeholders (other think tanks, First Nations, governments, and the private sector).
  • Lead the development of a plan for media and public-facing engagements related to the Oil & Gas program.
  • Represent the Pembina Institute to program stakeholders.
  • Develop a government relations plan and schedule government and stakeholder meetings.
External and internal leadership
  • Provide overarching leadership, mentorship, and guidance to the Oil & Gas team in the production of high-quality deliverables and resources for the program.
  • Represent the Oil & Gas program\'s goals, vision and purpose at meetings, representations, conferences, and with the media.
  • Prioritize and make final decisions on where to allocate team resources (people and dollars) to best achieve program goals.
  • Strategic planning
  • Lead strategy development for the program and contribute to broader organizational strategic plannings.
  • Coordinate regularly with other program area directors to achieve the vision and goals of the Pembina Institute.
  • Report on performance measures and related frameworks/tools and evaluate impact on an annual basis against desired goals.
  • Lead the development of a communications plan with the Senior Communications Lead.
  • Work with communications, policy, and Strategic Partnerships staff to design and execute communications strategies and engagement initiatives.
  • Fundraising and budget management
  • In collaboration with Strategic Partnerships, develop strategies to develop fundraising targets, proposals, and report back on grants; and diversify and increase funding opportunities for the program.
  • Develop a network of contacts and relationships within the funder community to support the Oil & Gas program.
  • Manage program budget and meet revenue generation targets to cover operating expenditure costs, with Strategic Partnerships and Finance support.
Key Requirements
  • Minimum of an undergraduate degree in engineering, sciences, economics, law, public policy, or a related field.
  • A minimum of 10 years of work experience in industry, non-governmental or government sectors working on energy and environmental issues.
  • A minimum of three years\xe2\x80\x99 experience managing people or leading a team.
  • Experience with energy and/or environmental policy advocacy and regulatory reform for environmental protection in the energy sector.
  • Experience at multi-stakeholder tables or finding solutions within a group that reflects a range of interests and perspectives.
  • Direct experience in developing or implementing provincial and/or federal environmental policy and regulation.
  • Experience in public speaking or as a media spokesperson.
  • Experience in facilitation and/or in chairing meetings and group processes.
Competencies
  • Strong interpersonal skills with proven ability to develop collaborative relationships with a wide array of stakeholders.
  • Excellent communication skills (oral and written) with the ability to convey complex matters in plain language and leverage various communications channels, from technical and academic reports to more informal blogs and social media posts.
  • Strategic thinker who can identify various approaches to achieve both short- and long-term strategy objectives.
  • Knowledge of technical and non-technical challenges related to climate and energy policy, oil and gas, and other utility regulations.
  • Excellent project and people management skills.
  • Commitment to sustainability and social change through educational, professional, and volunteer experiences.
  • Self-motivated and results-oriented, with the ability to take initiative and work independently with minimal supervision.
Compensation

Salary is commensurate with experience. The hiring range for the position is $90,000 to $108,000 annually, with a position maximum to $125,000 gained with increased skill and experience in the role.
