In this fast paced environment, you will provide operational policy and program expertise and support the development of initiatives related to an assigned portfolio of emerging province-wide, sector-specific program policies, standards, and legislative initiatives to advance Long-Term Care improvement and transformation in the province.

At the Ministry of Long-Term Care, we play an important role in delivering on provincial mandates related to Long-Term Care and working to modernize and streamline the delivery of the LTC licensing program.

Note: This position is located at 438 University Avenue, Toronto, however alternate work arrangements may be available.

What can I expect to do in this role?

In this role, you will:

  • Administer the ministry's licensing program to ensure compliance with the legislative requirements;
  • Conduct the preliminary analysis of financial and management packages and proposed licensing transactions;
  • Maintain ongoing liaison with stakeholders (e.g. vendors, purchasers, LHINS and lawyers) to act as the primary contact and expert on transaction queries and to provide detailed information regarding the process and legislative requirements;
  • Coordinate and facilitate the planning and conduct of public consultation for licence transactions
  • Prepare summary analyses of documentation and reports reviewed and evaluated by ministry colleagues (e.g. service area offices, legal, compliance, enforcement) detailing background information, and issues in such areas as finance, compliance, enforcement, legal, and making recommendations regarding licensing transactions or projects for final review and approval of the director.


How do I qualify?

Legislative Knowledge:

  • You have knowledge of applicable legislation, policies, procedures to develop/review related operational policies, procedures and systems.


Financial and Business Management & Analytical Techniques:

  • You have analytical skills to analyze financial and management packages submitted by purchasers to identify viability and risks of various transactions.
  • You have an understanding of the management of long-term care homes and the legal, financial and business issues impacting licensing transactions to ensure issues and conditions are identified, analyzed and resolved.


Program Analysis and Evaluation Skills:

  • You can plan, coordinate and evaluate the ministry's licensing process and develop related operational policies, procedures, systems and guidelines to facilitate and communicate the process.


Research, Planning and Organizational Skills:

  • You can conduct various researches of data and statistics to support the approval process.
  • You can organize, coordinate and expedite the long-term care licensing review process.


Communication, Consultation, Business Relationship, Negotiation and Stakeholder Management Skills:

  • You can act as the primary contact on all purchase queries, present the ministry's position and legislative requirements.
  • You can negotiate resolution to issues and to facilitate the process with a range of ongoing stakeholders.
  • You can prepare a range of documentation in support of the licensing program including operational policies, procedures and guidelines.
