POSITION PURPOSE
Reporting to the Program Manager, Housing Access Unit is responsible for researching, evaluating and analyzing services and programs in order to identify best practices; analyzing and making recommendations on legislative interpretation; reviewing financial and statistical reports; monitoring service delivery compliance; recommending efficiency and effectiveness strategies and initiatives; assisting in the development and implementation of new service initiatives; and participating in cross-functional project teams to implement services and programs.

MAJOR RESPONSIBILITIES

  • Gathers necessary information on related issues; analyzes data and prepares statistical reports.
  • Administers effective service contract management, monitoring and reporting practices.
  • Reviews financial and statistical reports and performance indicators and prepares analysis and recommendations.
  • Assists in the coordination of and participation in cross-functional project teams to develop and implement priorities and programs.
  • Develops program policies and implementation strategies on housing policies and initiatives for the Manager.
  • Assists in the development and implementation of new service initiatives, including their funding, communication, administration, and evaluation.
  • Responsible for the maintenance of program and administration manuals.
  • Prepares reports, briefing notes, background materials and presentations for the Program Manager/Manager.
  • Performs other duties, as assigned, in accordance with Branch and Department objectives.

QUALIFICATIONS
  • Successful completion of a University Degree in Social Science, Social Work, Planning and Urban Studies, Business/Public Administration or a related discipline or approved equivalent combination of education and experience.
  • Minimum three (3) years experience working in a social service or housing environment with responsibilities for planning, policy/program development, analysis, program and project management.
  • Knowledge and understanding of human services policies and/or programs.
  • Demonstrated knowledge of social research and evaluation methods, including preparing detailed reports and proposals.
  • Computer literacy in MS Office software applications environment with proficiency in word processing, spreadsheet, database and presentation software applications.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
