We are responsible for managing major capital construction projects, snow and ice control services, along with road maintenance and repair services.We're recruiting for a Program Admin Officer 3. If you're looking for an opportunity to get involved with the growth and development of Nova Scotia's public infrastructure while fostering partnership with stakeholders, then this is the opportunity for you.About Our OpportunityThe Strategic Planning, Funding and Engagement division of the Department of Public Works provides oversight and a coordination role with government departments and entities, providing strategic advice on federal and provincial infrastructure funding programs for provincial priorities.We assist senior management in the development of provincial infrastructure planning and policy development by identifying strategic opportunities to align and coordinate provincial infrastructure planning and requirements with those of federal funding programs. Our division is always adapting and responding to new opportunities.As the Program Admin Officer 3, under the general direction of the Senior Advisor, you will leverage your expertise in process design and documentation, program/ project management, and data analysis to support evidence based decision-making. You will contribute to the achievement of our strategic objective in maximizing federal infrastructure funding for Nova Scotia.This position requires active collaboration and information sharing with the federal government, and key stakeholders such as departments/agencies. You will also work directly with the ultimate funding recipients on matters primarily related to federal infrastructure funding programs (federal programs), in support of provincial infrastructure priorities.Primary AccountabilitiesAs the Program Admin Officer 3, your key responsibilities include:

• Create and implement a robust process tool to monitor federal infrastructure funding programs to enable the Department to stay up to date on these programs and identify opportunities, and, support eligible funding recipients;
• Design and implement process solutions to assist with project and program tracking, evaluation, and planning;
• Maintain compliance with requirements of our existing funding Bilateral Agreements, e.g. through progress reporting, cashflow reporting and claims;
• Provide analysis on federal programs, prepare and present summaries, reports/ recommendations;
• Create and support collaboration with other provincial governments by participating in working groups to support provincial infrastructure priorities and in alignment with federal programs;
• Administer internal processes for the procurement of professional services contracts, including purchase requisition creation, deliverable monitoring, expenditure tracking and payment processing;
• Manage components of Department special projects and initiatives, primarily those where projects are subject to alternate project delivery models.

Qualifications and ExperienceBachelor's degree plus five (5) years progressive experience in program and/ or project management; or an equivalent combination of training and experience. Certification such as Chartered Professional Accountant (CPA), law, public administration, or project management certificate such as Project Management Professional (PMP), would be an asset.ExperienceDemonstrated progressive experience in complex program and/ or project management, such as the administration, coordination, and financial management of funding programs.Demonstrated experience managing a breadth of projects/programs concurrently, in a highly structured environment. Applied working knowledge and understanding of legislation, policies, procedures and directives for an operational program.Knowledge of federal infrastructure programs and contribution agreements is considered an asset.AptitudeYou analyze and present information in a clear and concise manner, and have excellent independent time management skills. You have well developed planning and organizational skills, coupled with the ability to adapt with competing priorities and deadlines. You are attentive to details and possess the ability to accurately interpret program guidelines or contracts.You have proven experience maintaining effective working relationships with stakeholders and colleagues. You exercise sound judgement and a high degree of professionalism when providing advice. You are a self-motivated individual who works both independently with minimal supervision and participates fully as an effective team player.OtherYou must be proficient in the use of Microsoft Suites and demonstrate a good understanding of computer technologies. Experience with procurement and Ariba is considered an asset.EquivalencyInclude, but not limited to:

• A Bachelor's degree in a related field and a Master's degree in a related field and three years of related experience
• A two-year certificate/diploma in a related field plus seven years of related experience
• A one-year certificate/diploma in a related field plus eight years of related experience
• Nine years of experience working in a related field with no formal training
