Main Purpose and Function

This position oversees the technical and administrative priorities in the delivery and implementation of a variety of by-laws aimed at ensuring liquor based businesses have met regulatory requirements.

Key Contacts and Reporting Relationships

Reporting to the Manager, Licence Office and the Deputy Chief Licence Inspector. Directly supervising two staff members - Information and Applications Specialist and Clerk III. Works closely with other internal departments, including other branches within Development, Buildings and Licensing, Engineering, Planning, Social Policy, Finance, Legal Services, Fire and VPD. This role also regularly interacts with other government agencies, including staff and director level functions at the Provincial government level. The Coordinator is required to work directly with industry representatives, community interest groups and the public on a number of projects involving liquor based businesses applications, amendments and community complaints under sometimes demanding timeframes and conditions.

Specific Duties/Responsibilities

Supervision

  • Provide overall supervision, leadership and direction for the liquor group.
  • Lead role in application and review process for liquor licenses and events
  • Liaise with internal and external stakeholders as it related to Liquor licensing.
  • Decide on notification requirements and extent of notification. Prepare public notification and site signage wording and then analyze responses and opinions
  • Present at public meeting.
  • Meet with applicants about their proposal and provide feedback, on items such as Council policy and Neighbourhood impacts.
  • Make recommendations on applications to senior management and Council.
  • Prepare and present reports to Council, responding to questions as required.
  • Provide input into Special Events city wide where liquor service is a component
  • Review Licence Bylaws to address inconsistencies resulting from Provincial liquor changes and proposing bylaw amendments to reflect new / amended City liquor licensing policies.
  • In consultation with planning staff, develop and /or amend definitions and land use categories, and regulation in the Zoning and Development Bylaw to address liquor licensing issues and policies.
  • Provide verbal and written advise on liquor licensing issues to the public, staff, Council and outside agencies.
Enforcement
  • Enforcement lead for liquor based establishments, review police information and taking appropriate actions.
  • Respond to public complaints regarding liquor establishments and noise issues.
  • Meet with owners of problem premise.
  • Make recommendations on escalated enforcement action to Deputy Chief License Inspector.
Administration
  • Document and maintain Standard Operation Procedures (SOPS)
  • Update public webpages with respect to processes and policies
  • Develop minor policy updates and coordinate with various policy groups.
  • Performs other related duties as assigned.
Minimum Position Requirements

Education and Experience:
  • Completion of university graduation in the social sciences, economics or a related field, preferably at the post-graduate level, coupled with considerable related experience in local government or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
  • Thorough knowledge of the by-laws, regulations, policies and procedures as it relates to the work performed.
  • Thorough knowledge of applicable Provincial regulations.
  • Thorough knowledge of departmental regulations and procedures for by-law enforcement.
  • Ability to supervise a group of employees.
  • Ability to promote and maintain harmonious relationships with Departmental staff, outside agencies, business community and the public.
  • Ability to enforce by-laws and regulations with firmness, impartiality and good judgement.
  • Ability to assist in developing policies and procedures, to evaluate the implications of proposals and to identify problems and recommend solutions and to prepare a variety of reports related to the work.
  • Ability to maintain detailed records on various aspects of the program.
  • Ability to act as a resource to external and internal contacts on a variety of projects or events.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
