Together we are responsible for workplace safety, immigration, apprenticeship, adult education, to help people find and keep jobs in the province and to help employers find and train the people they need.About Our OpportunityAs the Evaluation Consultant, you will be responsible to work in collaboration with Skills and Learning Branch staff to provide evaluation expertise, data analysis, and research options to support decisions linked with programs, services, policies and strategies. You will also be responsible for being part of project teams and leading in the development of evaluation plans, frameworks, tools and logic models.This position will report to the Manager of Planning and Excellence.Primary AccountabilitiesThis position will require you to:

  • Work with, and often lead short-term project teams, program staff and Subject Matter Experts in the development, design, delivery and implementation of evaluation and research plans, frameworks, tools and logic models.
  • Provide evaluation guidance, planning and advice to ensure new and existing programming can achieve objectives
  • Provide support for departmental program planning through evaluation and related projects, advice and guidance
  • Complete evaluation and monitoring projects to ensure that programs are being effectively delivered and that projects are being properly managed
  • Assess programs and service delivery practices; identify areas for improvement, analyze the impact of new or revised processes, policies, procedures, systems and workflow structures for the delivery of programs and make recommendations to the management team
  • Prepare reports and presentations on identified successes, deficiencies and develop recommendations for management
  • Provide research, technical advice and guidance to staff, managers and senior leadership of the Skills and Learning Branch on evaluation aspects linked to programs and services.
  • Assess, research, analysis and evaluation techniques to test, evaluate, reconcile and recommend program and service change and discrepancies.
  • Implement projects that appropriately fit requirements while aligning with the mandate of the Skills and Learning Branch
Qualifications and ExperienceAs an ideal candidate, you have experience in designing, developing and implementing evaluation and research plans, frameworks, outcome indicators and logic models. You have developed a number of evaluation tools to collect both qualitative and quantitative data that you then analysed by leveraging statistical modelling techniques.You have strong planning, research, assessment and analytical skills to assess the impacts and outcomes of existing and new programs and services. You can identify areas for improvement by identifying needs and gaps, as applicable, and can develop recommendations that are provided and presented to senior leadership, including the preparation of evaluation and research reports.You can develop and maintain effective working relationships with stakeholders, and you possess exceptional communication skills (written and verbal). You have strong collaboration, problem solving and conflict resolution capabilities, with exceptional time and project management skills to manage competing priorities and concurrent projects. In addition, you possess strong facilitation, organization and analytical skills with a proficiency with the Microsoft Office suite of products.This may also be the right opportunity for you if you have a bachelor\'s degree in a related field (such as in Social Sciences, Psychology, Sociology or Economics with coursework in program evaluation and research methods) with 5 years of related experience or an equivalent combination of training and experience.While not required, it is considered an asset if you:
  • Have experience with qualitative and quantitative software programs such as NVivo, SPSS or MAXQDA
  • Possess a Credentialed Evaluator (CE) designation
  • Are bilingual (French)
  • Have knowledge of the economy, labour market, socio-economic and demographic factors that impact on the effective delivery of LSI service offerings
