The Business Office Manager will organize and manage back-office activities for the real estate office technology IT department. Back-office activities include IT contract management, national procurement, printing and telecom management, accounting and budgeting.

Job requires Identification and evaluation of enterprise level sourcing opportunities in alignment with strategic, operating and financial objectives. Lead the negotiation and purchase of enterprise IT procurement, telecom and printing. Partner with internal business clients to ensure that purchased goods and services meet their needs. Proactively seek ways to drive down total cost of ownership through competition and vendor relationships.

Job consists of unique and multi-dimensional work situations with occasional variations from the norm. Job, at times, involves a high degree of complexity. Incumbent oversees various vendors and is responsible for establishing best practices and policies & procedures. Duties are performed independently with minimal supervision and work is verified by results. Decisions are made within established departmental guidelines, but also by using judgment for the best reasonable outcome.

RESPONSIBILITIES:

  • Establish and manage the national procurement activities related to IT:
  • Develop, lead and execute enterprise IT Procurement strategies, managing all aspects of the IT procurement process
  • Establishes and maintains procurement best practices, policies & procedures, requisition workflows and purchase order approval & issuance
  • IT Vendor identification and selection, resulting in tangible operational cost savings
  • Process complex requisitions, including complex price/services negotiation and the development of purchasing related RFPs, when applicable.
  • Track and report key functional metrics to reduce expenses and improve effectiveness
  • Assess, manage and mitigate risks in the IT Procurement supply chain
  • Interface with project managers, business partners and IT leaders to ensure alignment with stakeholder expectations and to provide guidance, status and analysis throughout the procurement process.
  • Establish and manage the IT Hardware refresh program
  • Establish and manage IT vendor relationships for procurement
  • Establish and manage telecom acquisition process \xe2\x80\x93 from identifying site specific needs (for telephone lines, internet, etc.), contracts and identifying cost saving opportunities to deployment of phone lines in line with business timelines
  • Maintain the contract portal with key dates and financial commitments
  • Assist with vendor risk management and tracking
  • Manage accounting and budgeting activities:
  • Provide direct assistance in coding invoices, accounting and tracking budget
  • Assist with the annual budget process
  • Assist in the annual allocation process
QUALIFICATIONS

SERVICE / PERSONAL SKILLS:
  • Experience with an understanding of a service-based/SLA-based vendor delivery model
  • Solid knowledge of procurement systems/processes/tools
  • Demonstrated experience with technology hardware and software procurement transactions
  • Previous experience with evaluating vendor proposals
  • Strong negotiation expertise with an understanding of key contracting concepts and legal term
  • Excellent verbal and written communication skills
  • Demonstrated problem solving skills
  • Strong influencing skills with issue mitigation mentality
  • Established track record of developing and managing vendor relationships
  • Sense of urgency
  • Self-starter and ability to work with limited supervision
  • Strong organizational skills

EXPERIENCE & TECHNICAL SKILLS:
  • Bachelor\xe2\x80\x99s degree in business or equivalent business experience
  • A minimum of 8-10 years of procurement experience with emphasis on technology hardware, telecom and printing management
  • Proficient in accounting, bookkeeping, data input and reporting
  • Excel, Word, PowerPoint, and ERP system experience
  • Demonstrated Telecom Experience with the following:
  • Wireline telecom for Canada and US and the vendors in each country
  • Ordering and installing of net new services, circuit turn up, porting from one carrier to another, disconnects, transfer of services
  • Order lead times per carrier for each type of service
  • Telecom billing
