Job Summary The Workforce Planning Group at NAV CANADA expertly guides and supports the organization in the creation and execution of comprehensive workforce plans through analytical insight, business knowledge and innovation. Our goal is to enable the alignment of the workforce with the organizationaEUR(TM)s strategic objectives and long-term vision. The group is divided into many interconnecting portfolios that collaborate on a regular basis: operational workforce planning, analytics, resourcing, and scheduling.

The group is expanding, and a Scheduling Center of Excellence (SCoE) is being created which will provide the organization with thought-leadership, direction, learning and oversight on all scheduling matters so that there is a consistent drive towards improvement. The SCoE will foster documenting and sharing of standardized processes, system improvements, scheduling analysis advancements and development of best practices, including those for building schedules that are conducive to fatigue management.

Reporting to the Director, Workforce Planning, the Manager, Scheduling Systems and Transformation provides strategic direction and oversight to senior leaders, the FIR management teams, and the organization in the development, maintenance, transformation and improvement of operational scheduling processes, practices, analysis, and systems. The Manager is also responsible for conceptualizing, operationalizing, and leading the Scheduling Center of Excellence (SCoE).



Key Accountabilities:

  • Leads the assessment and development of system and business process needs to address current and future business challenges. In collaboration with Business Partners and Leader, analyzes gaps, recommends improvements, prioritizes solutions, and proactively plans to maintain and develop new effective employee scheduling practices, processes and technology solutions.
  • Decides on best solutions or options to develop anda^oor implement based on business needs, financial implications, benefits, impact and risks assessments, inclusive of change assessment and resource allocation, all with the goal of securing the most value for Stakeholders and best return on investment.
  • Provides expert direction to the whole scheduling function. Builds talent and achieves results by fostering solution-solving and strong people leadership skills.
  • Leads the development phase, planning phase and implementation phase of all scheduling related projects.
  • Provides Project Management leadership and/or provides Project Sponsor leadership to the initiatives by monitoring progress against plan, holding business and project teams accountable for deliverables.
  • Leads the continuous improvement of scheduling matters by providing thought-leadership, direction, learning and oversight on scheduling matters.
  • Leads and manages the team of specialists responsible for providing system, best practices expertise and analytics to all schedulers and Operations managers.
Job Requirements:

Education:
  • A bachelor`s degree in a related field or equivalent combination of education and work experience in a related field.
Experience:
  • 5 or more years of experience in business planning, preferably scheduling
  • 5 or more years of experience in people leadership
  • Extensive experience working with collective agreements and any applicable legislation in alignment with employee scheduling.
Knowledge:
  • Extensive knowledge of general scheduling best practices, processes and principles.
  • Extensive knowledge of specialized workforce planning software: Quintiq Delmia, Workday, etc.).
  • Extensive technology management skills and system-thinking skills; including the drive to continuously educate themselves on new systems so they can keep up with emerging issues.
  • Great knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook etc.)
  • Demonstrated business judgement, financial judgment, and proper application within the organizationaEUR(TM)s context.

  • Clear and effective written and verbal communication skills.
  • Strong interpersonal skills with the ability to effectively share information at all levels.
  • Demonstrated people-leadership skills to coach and oversee a team of specialists
  • Good understanding of formal Project Management methodologies, change and communication principles.
  • Ability to balance multiple tasks in accordance with changing deadlines and priorities while providing decision-support to stakeholders in a fast-paced environment.
  • Ability to manage large and/or multi-faceted projects
  • Ability to innovate and propose creative solutions
  • Demonstrated critical thinking, proactive decision making and analytical skills.
