The RoleReporting to the Chief Financial Officer, the Manager of Purchasing is responsible for developing, overseeing and providing supervision for the MNO's procurement function; managing the Purchasing process including the purchase of all services, materials, equipment, and supplies ensuring the goods and services are delivered when required and at the best value. This position also provides risk management support.This position will develop and implement purchasing policies and cost-reduction strategies, prepare or oversee competitive processes including tenders and RFPs, maintain appropriate insurance requirements for the MNO, oversee the vendor management program, coordinate the MNO' claims management for MNO property damage incidents, provide guidance and training to MNO staff on risk management, manage staff, prepare reports for Budget Holders and Senior Leadership. The successful candidate will develop collaborative relationships within the broad procurement community, establish, and maintain effective working relationships with vendors, contractors, the public and all levels of MNO staff and Senior Leadership.Duties include, but are not limited to:
  • Develops, reviews and implements policies, processes and systems to facilitate optimal purchasing practices to meet the needs of all branches;
  • Proactively identifies, develops and oversees cost-reduction strategies, procurement methodology, market analysis, short and long-term sourcing opportunities, supplier evaluations and negotiations to improve operational efficiencies and provide best value;
  • Provides training, information and advice to staff and leadership to support understanding and compliance with corporate policies, processes and legislation related to procurement;
  • Works collaboratively with all branches to develop an annual procurement plan;
  • Working within the requirements of the MNO's Purchasing Policy, prepares reports detailing the outcomes of all completed procurement processes making recommendations to senior leadership
  • Ensures adherence to provincial and federal public purchasing laws, as well as MNO's approved purchasing policy procedures and applicable trade agreements;
  • Under the direction of the Chief Financial Officer, maintains and updates the MNO's Purchasing Policy as required;
  • Prepares and/or oversees the bid solicitation process including preparation of Tenders, RFPs, RFO's, RFQ's, or other competitive processes, in consultation with other branches, ensuring those processes are completed in full conformance with all applicable laws and achieves accurate bidding processes at competitive prices;
  • Provides guidance in and oversees the evaluation and negotiation process;
  • Meets with vendors as necessary to discuss products, pricing and service;
  • Seeks necessary legal advice to ensure all purchasing activities are completed in compliance with any applicable laws and trade agreements;
  • Approves final contract awards and executes all necessary contract documentation;
  • Develops and implements a vendor performance program including monitoring, evaluating and applying corrective measures as required and reporting on performance objectives according to contractual terms and conditions;
  • Oversees the disposal of obsolete and surplus assets;
  • Establishes and maintains collaborative, effective working relationships with vendors, contractors, the general public and all MNO staff;
  • Maintains any required professional designations and keeps current with emerging trends and best practices in local government purchasing and risk management;
  • Develops and maintains regular reporting on procurement activities status for senior leadership
  • Reviews relevant legislation to determine impact on risk exposure, develops contingency plans to deal with adverse events, and identifies opportunities to minimize risks;
  • Coordinates the MNO's response to all property and liability claims by utilizing MNO staff, private adjusters, legal counsel and MNO's insurers;
  • Under the direction of the Chief Financial Officer, provides recommendations to Community Councils and training to staff on matters involving risk management, risk analysis, property, liability, errors and omissions and accident insurance, and contract wording in an effort to minimize the MNO's exposure to accidental loss;
  • Develops and maintains appropriate insurance requirements for the MNO;
  • Promotes a safe workplace, ensuring all established safety procedures are followed
Qualifications
  • Strong desire to act in the service of the Metis Citizens, to advance and uphold rights and culture
  • A degree in Commerce, Business Administration or minimum two-year diploma in Supply Chain Management or other related field from a recognized educational institution.
  • Membership in Supply Chain Canada(SCC) and /or National Institute of Government Purchasing (NIGP)
  • Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) designation
  • A Public Sector Procurement Program Certificate is considered an asset.
  • Minimum 5 years' progressive public procurement work experience including designing, developing and implementing best practices sourcing and leading complex procurement projects, including risk and claims management.
  • Minimum 2 years supervisory experience.
  • Thorough knowledge of the Goods and Services Tax and Provincial Sales Tax Acts, , Local Government Act, Community Charter and various Free Trade Agreements
  • Extensive knowledge of contract law, laws of competitive bidding, bonding, insurance and government legislation and / regulations relating to public purchasing functions
  • Thorough knowledge of financial management systems including purchasing, budgeting and reporting modules
  • Extensive knowledge of e-commerce solutions and strategic sourcing
  • Strong Excel application skill and Word use for business applications
  • Strong skill in insurance and property claims management
  • Strong customer service, interpersonal, communication, negotiation, organizational, time management, analytical, problem solving and decision making skills
  • Ability to plan, assign and direct the work of personnel and lead, coach, and motivate staff in a team environment
  • Ability to deal courteously, tactfully and diplomatically with the public, vendors, and MNO staff
