The incumbent will manage and oversee small business programs along with other programs within the Recovery Services portfolio, in collaboration with other service lines and geographies. The Manager, Program Administration will provide leadership to Team Leads, Program Officers and other personnel involved in programs with a focus on building capacity, training, education, delivering equipment and/or supplies and ensuring programs are delivered in alignment with standards and practices.

In this role, you will:

Responsibility 1: Program Management and Delivery

  • Manage the delivery of active programs with focus on ensuring implementation of all programs in alignment with established practices and standards.
  • Provide direction and operational oversight to Team Leads and Program Officers and other relevant personnel.
  • Provide direction and guidance to geographic and service lines teams engaged in programs.
  • Build and maintain strong working relationships with other members of recovery services, corporate and support services, geographies, and service lines.
  • Monitor active programs through feedback, field visits, and file / record reviews to inform continuous learning, reporting and quality assurance requirements.
  • In collaboration with Finance, support the financial management of active programs, including projections, expenditures, and other financial reporting as required.
  • Contribute to reporting on programs for internal and external stakeholders including collating data and information, providing narrative content and identifying ways to demonstrate program insights and achievements.
  • Maintain repository and act as custodian of program policies, standards, artifacts, and procedures.
  • Promote a shared understanding of the program service within the Society.
  • Facilitate an environment of continuous learning and improvement by proactively identifying and actioning areas for improvement.
Responsibility 2: Program Design and Development
  • Contribute to the development of programming methodology documents, tools, and approaches.
  • Contribute to the development of program-specific processes, delivery-specific processes, tools, and materials for new programs.
  • Contribute to the testing and implementation of new program and delivery approaches, tools, and systems.
  • Contribute to coordination and planning to support ongoing development of the programs, delivery, and other recovery services.
Responsibility 3: People Management
  • Manage assigned Team Leads, Program Officers and other personnel, as required. Provide guidance and clarity on key program objectives and deliverables.
  • Establish and lead regular meetings to enhance coordination and collaborative efforts and knowledge sharing across different teams and programs.
  • Provide leadership in the development of workplans and career development plans for assigned staff.
  • Support implementation of all People Services policies and practices, ensuring opportunities are created for professional development, recognizing, and celebrating successes, and cultivating a culture of teamwork, collaboration and innovation across all levels and functions of the organization.
What we are looking for:
  • University degree in social sciences, community development or a related discipline. An equivalent combination of education and experience will be considered.
  • Minimum of 3 to 5 years experience with program and grant management in the non-profit, humanitarian, or community development sectors.
  • A minimum of 2 years\xe2\x80\x99 experience leading and managing diverse teams in complex situations.
  • Experience in program/project/proposal development.
  • Knowledge of legal frameworks and principles for small business and granting programs in Canada.
  • Experience working with community organizations, municipal government bodies and Indigenous organizations and governments;
  • Knowledge of the role of other agencies in disaster response and recovery.
  • Knowledge of program and project management principles, including Results Based Management, Logical Frameworks, Gender Based Analysis+, etc.
  • Knowledge of legal frameworks and principles for granting in Canada.
  • Strong PMER knowledge and experience.
  • Ability to harmonize interactions and activities between and among internal and external partners.
  • Strong people management skills (ability to mentor, motivate, support and lead teams).
  • Strong analytical and problem-solving skills.
  • Ability to make and rationalize decisions in conditions of uncertainty.
  • Ability to influence and support others, and to work collaboratively as part of remote and in-person teams.
  • Excellent written and oral communication skills in English are required, French is considered an asset.
  • Ability to deliver under tight timelines in ambiguous and challenging environments.
  • Familiarity with the Microsoft Office suite and proven ability to learn new systems/platforms quickly.
Working conditions:
  • The majority of the work is performed in an environment which is mostly clean and comfortable.
  • This position may require domestic travel to visit the field, attend training, conferences, workshops, access tools and meetings as required.
  • Ability to respond during non-traditional hours (i.e. late night or weekends) and long hours of work in a demanding context.
  • In disaster areas, as well as difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable clients). These stressful rapidly changing environments, with limited information to make decisions, have the potential to affect the physical and psychological state of the responders on site.
  • If driving for Society business; a valid driver\'s license is required with a satisfactory drivers\xe2\x80\x99 abstract.
