The Opportunity

The City of St. John\'s is presently accepting applications for the full time permanent position of Manager - Parks and Open Spaces.

Accountabilities


Reporting to the Deputy City Manager, Public Works, the Manager- Parks and Open Spaces will ensure the effective and efficient upkeep and maintenance of City\xe2\x80\x99s Parks and Open Spaces. Key accountabilities include:
  • Develop, implement and modify divisional maintenance programs to ensure they are efficient and meet the current and future needs of the public and corporate goals of the City of St. John\'s.
  • Collect and analyze maintenance, performance, and service response data in order to optimize value to the public.
  • Develop, monitor and manage the Division\'s operational capital budgets.
  • Review and provide commentary on residential, commercial and open space development plans to ensure compliance with City policy.
  • Provide subject matter expertise, information, and advice to Council, superiors, peers and the public. Participate in various internal and external committees in order to provide input, guidance, or recommendation.
  • Monitor and ensure the proper functioning and security of assigned equipment, parks, playgrounds sports facilities and open spaces.

Qualifications

University degree in environmental science, horticulture, forest resource management, parks management or related field. Supplementary post-secondary coursework in business, communications, project management, human resources and labour relations would be considered an asset. Ten (10) years of experience managing parks related operations with a progressive level of responsibility.

Extensive supervisory experience; demonstrated leadership skills with an emphasis on promoting a team environment, engaging and developing others; ability to exercise tact, discretion & diplomacy in all matters; effective analytical, interpersonal, written and verbal communication skills; ability to prepare concise and effective reports and correspondence. Strong organizational, project management and execution skills to ensure successful delivery and implementation of multiple projects and strategic goals is required.

Successful performance in this position requires demonstrated abilities and strong working knowledge in: horticulture; arboriculture; outdoor sports facility maintenance; playground maintenance; snow clearing; contract administration; Occupational Health and Safety and experience developing and monitoring multi-year capital budgets. The incumbent must be able to establish and maintain productive relationships with other City operations, Council and committees, customers and key stakeholders.

An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

Hours of Work

Monday - Friday, 8am-4pm.
