:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Operations - Rapid Transit Office is looking for a Manager, Commercial Management, Maintenance Delivery to join our Commercial Management team. In this role, you will support commercial governance strategies, and processes, work on tendering and procurement of maintenance services, review and analyze contracts, and advise on a range of critical issues to achieve optimal return on investment for contracts.What will I be doing?

  • Support the Rapid Transit Team with the development and implementation of comprehensive strategies, methodologies, tools and techniques for commercial management excellence and continuous improvement.
  • Assist in the development and implementation of contract management standards and operational procedures to ensure successful delivery of maintenance goals.
  • Support the resolution of significant commercial issues, including complex engineering and operational challenges to ensure successful execution of strategies and the completion of key projects.
  • Monitor contract performance management through pro-active issue resolution, change requests/amendments, and standardized internal processes that contribute to achievement of desired service outcomes and Key Performance Indicators (KPIs).
  • Build strong working relationships with internal subject matter experts and partners including the business units, legal, procurement, finance, other commercial teams, engineering and asset management (E&AM) teams as well as with the external maintenance vendors.
  • Lead the development of contract negotiation documents and briefing materials, support governance processes to confirm positions and ensure parties understand contractual obligations related to performance and payment mechanisms.
  • Identify and closely monitor contractual risks, constraints and contingencies to avoid or mitigate additional costs, penalties and delays.
  • Support the development of, and directly implement, mitigation tactics throughout the contract lifecycle.
  • Actively anticipate changes in both external and internal environment for potential impacts and risks and takes appropriate action to inform and mitigate risks.
  • Provide input into complex contractual claims and may lead the management, analysis and resolution of disputes.
  • Manage aspects of contract administration including consultative advice, expertise and support to project teams throughout the life of operations projects.
  • Work with Finance to establish and maintain financial control systems and ensure timely flow of documents required by the Contract Administration and Finance teams.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Applied Science, Engineering, Architecture, Marketing, Business or a related discipline, or a combination of education, training and experience deemed equivalent.
  • Demonstrated experince of commercial and/or project management experience in progressively responsible roles facilitating third party partnerships related to planning, design, construction, commercializing, operating and maintaining assets. Experience in the transportation industry and public sector is an asset.
  • Demonstrated experience project managing large, complex, multi-year transit projects or maintenance and/or operational contracts.
  • Experience with vendor management to evaluate vendor positions and review change proposals; sound understanding of contracting principles, practices, rules, regulations and procedures to assess risks and provide advice on implications of the terms and conditions of contracts.
  • Knowledge of relevant legislation, policies, procedures, professional or technical practices and precedents.
  • Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems, knowledge of construction engineering principles and best practices.
  • Licensed Professional Engineer recognized by the Province of Ontario (P.Eng.), Chartered Management Accountant (CMA), Canadian Rail Operating Rules (CROR), Project Management Professional (PMP), Chartered Financial Analyst (CFA) and/or Certified Construction Contract Administrator (CCCA) designation certification would be an asset.
  • Excellent organizational and communication skills, written and verbal, and a positive attitude to drive resolutions to stakeholder issues.
