:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Our Rapid Transit Commercial Management team is seeking a Manager, Commercial Management -Rapid Transit (Heavy Rail) to provide commercial decision-making analysis and lead the project management and coordination of stakeholder negotiations for Rapid Transit LRT projects in Toronto. The incumbent will provide advice, analysis and presentations to the senior leadership of the Commercial Management team and other Metrolinx senior leaders and partners as needed.   • Develops and implements strategies, methodologies, tools and techniques for commercial management excellence and continuous improvement.
  • Assists in the development and implementation of contract management systems, standards and operational procedures to ensure successful delivery of the organization\'s large and complex operational initiatives.
  • Analyzes and provides recommendations on contract negotiations, , supports the dispute resolution processes, and provides contract interpretation.
  • Monitors contract performance management through pro-active issue resolution, change requests/amendments, formal communication through letters, and standardized internal processes that contribute to achievement of desired service outcomes and Key Performance Indicators (KPIs).
  • Builds strong working relationships with internal subject matter experts and with external operating and maintenance vendors.
  • Leads the development of contract negotiation documents and briefing materials, supports governance processes to confirm positions and ensures parties understand contractual obligations related to performance and payment mechanisms.
  • Identifies and closely monitors contractual risks, constraints and contingencies to avoid or mitigate additional costs, penalties and delays.
  • Supports the development of, and directly implements, mitigation tactics throughout the contract lifecycle.
  • Actively anticipates changes in both external and internal environment for potential impacts and risks and takes appropriate action to inform and mitigate risks.
  • Provides input into complex contractual claims and may lead the management, analysis and resolution of disputes.
  • Manages aspects of contract administration including consultative advice, expertise and support to project teams throughout the life of operations projects.
  • Support in the development of standard templates and automation through various MS Office application.
  • Application of liquidated damages, dispute resolution.
  • Works with Finance to establish and maintain financial control systems, financial analysis and ensures timely flow of documents required by the Contract Administration and Finance teams.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business, Economics, Engineering, Contract/Construction Law, Finance/Accounting, or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in progressively responsible roles related to the finance/performance management, construction and/or operations and maintenance of rail and/or transit infrastructure and services, or related works including at least 4 years of experience managing large, complex, multi-year projects and/or operational and maintenance contracts.
  • Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Project Management Professional (PMP), Chartered Financial Analyst (CFA) and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
  • Expert knowledge of contract administration and claims management techniques and practices in a large multi project complex operational, maintenance, construction and infrastructure environments.
  • Familiarity with various procurement methods, both traditional and non-traditional (especially AFP - Alternate Financing Procurement).
  • Management and leadership skills to manage departmental staff and lead projects and motivate a team of Commercial Management Specialists, Commercial Management Coordinator, matrixed staff and consultants.
  • Knowledge and experience in using Power Automate is an asset.
  • Excellent communication skills, written and verbal and a positive attitude to drive resolutions to stakeholder issues.
