:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. This position will support the Hazel McCallion LRT project in Operations and Maintenance commercial activities. You will provide commercial governance and decision-making oversight, commercial readiness leadership, portfolio management for commercial work streams, and coordination with key stakeholders and partners by providing commercial options and strategic advice to support negotiations with internal and external Metrolinx partners.What will I be doing?

  • Manage the development and implementation of comprehensive strategies, methodologies, tools and techniques for commercial management excellence and continuous improvement.
  • Develop stakeholder management, governance, and management strategies.
  • Support the development and lead the execution of the overall plans for commercial management for contracts with Partners.
  • Manage meetings to move towards organizational positions in negotiations and resolve challenges as they arise.
  • Provide expertise and guidance to internal business areas when developing and reviewing detailed contractual terms and conditions.
  • Manage complex contractual claims and lead the management, analysis, strategy and resolution of disputes (e.g., variations, amendments, negligence evaluation) with operational contracts/agreements.
  • Lead commercial advice on remedies related to commercial performance outcomes of vendors
  • Lead a team to deliver on work priorities related to analysis of existing contract language and positioning of organizational position in Partner negotiations.
  • Maintain the relationship with both internal and external project stakeholders, including Municipal Partners and Regional Transit Agencies.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Applied Science, Engineering, Architecture, Marketing, Business, Law or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in progressively responsible roles facilitating third party partnerships related to planning, design, construction, performance monitoring of contracts, commercializing assets, increasing revenue and operations.
  • Demonstrated experience managing large, complex, multi-year transit or transformation projects and/or operational contracts.
  • Experience with vendor management to evaluate vendor positions and review change proposals; sound understanding of contracting principles, practices, rules, regulations and procedures to assess risks and provide advice on implications of the terms and conditions of contracts.
  • Knowledge of project management principles and practices as well as knowledge of budgetary processes and cost and schedule management and asset.
  • Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Ontario Association of Architects (OAA), Project Management Professional (PMP), and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
  • Knowledge of Contract Law, Canadian Construction Documents Committee documents (CCDC), Master Construction, Operating and Service Agreements, the Construction Act, Occupational Health and Safety Act, Environmental Assessment Act and the Professional Engineers Act, contracts documents, specifications and drawings, and legal statutes and proceedings.
  • A valid driver\'s license is required to travel to various project locations, public meetings, etc. (approximately 5%). Must meet and maintain the corporate standard for a good driving record. (A driver\'s abstract may be requested.)
