Job Summary Reporting to the Surveillance Life Cycle Manager, the Life Cycle Management Specialist (LCMS) provides technical expertise, recommendations, and leadership in support of the Life Cycle Management (LCM) activities for the Surveillance systems. They are the technical lead and define the Standards and Procedures for the system.

The LCMS is responsible for knowing and ensuring actions are conducted in compliance with NAV CANADA\xe2\x80\x99s Safety Management System (SMS), including ISO 9001 and 14001 requirements.

This position is for an LCMS of Air Traffic Control Grade Video (ATCGV)

Key Accountabilities:
  • As a subject matter expert, acts as the technical lead for field support of various surveillance systems to ensure safe and efficient operation; provides technical expertise in the maintenance and logistical support as a member of a multidisciplinary project team responsible for the national procurement and the installation and maintenance of these systems.
  • Coordinates the work of employees and assumes responsibility for overseeing all internal and external stakeholders involved with the lifecycle management tasks.
  • As technical lead for assigned projects and systems, administers a work plan within specified schedules, and allocated budgets; distributes workload, coordinates, and oversees tasks.
  • Conducts feasibility studies and investigations in the maintenance of various systems.
  • Completes trend analysis of in-service systems including asset management, and failure analysis/restoration.
  • Prepares plans and designs; performs research and development; investigates operational problems; conducts safety analysis, evaluates deviations to standards, and provides waivers after ensuring that safety is not compromised.
  • Evaluates client\xe2\x80\x99s systems requirements; analyzes complex technical and operational problems; identifies innovative technical solutions; coordinates civil and electronic engineering projects on site; accepts, commissions new facilities/systems/equipment; conducts the post-project review; manages the life cycle of configurations.
  • Performs Software testing and validation.
Education
  • Successful completion of secondary school and completion of a full-time post-secondary program in electronics technology at a recognized institution or equivalent.
Experience:
  • Experience in Windows and LINUX based operating systems and office products.
  • Experience in the repair, maintenance, or installation of surveillance equipment in operational environments.
  • Experience with asset management, tracking, and system trending.
  • Experience with writing standard operating procedures (SOP or S&P).
  • Experience in creating writing and executing software and hardware test plans.
  • Experience in remote desktop, shell environments and operating systems.
Knowledge: (25%):
  • Knowledge of surveillance data processing and Surveillance data protocols.
  • Knowledge of electronic theory, RF theory, computer systems, and network management and protocols
  • Knowledge of design principles, and industry trends and developments with respect to network communications.
  • Knowledge of project life cycle and phases, life cycle management methodologies, and disciplines including but not limited to Scaled Agile Framework.
  • Knowledge of policy and procedures to maintain, monitor, modify, adapt, and return to service (RTS) of electronic equipment.
  • Understand the various computer components workstations, server equipment and software.
  • Knowledge of Air Traffic Services (ATS) concepts, visual surveillance systems and applications.
  • Knowledge of video streaming, compression, frame rate, bandwidth usage, resolution, and bitrates.
  • Knowledge of camera and image configuration settings such as exposure, aperture, focus, white balance, focal length, field of view, etc.
Abilities: (30%)
  • Ability to communicate both verbally and in writing, including the ability to write and exercise user testing
  • Ability to interpret complex problems, develop appropriate alternative solutions and implement corrective actions.
  • Ability to develop national standards and procedures for the direction of field personnel
  • Ability to develop technical specifications for requests for proposals, statements of work, MOUs, agreements, and contracts; compose customized detailed technical reports for internal and external use.
  • Ability to create, document, and execute test plans for software and hardware changes related to the life cycle of the system.
  • Ability to analyze large data and provide summaries and recommendations.

Working conditions:
  • This position is based at Ottawa TSC but may be eligible for a Hybrid flexible work arrangement.

  • This position does not qualify for Technical Certification Premium (TCP)
