The Opportunity
The Licensing Officer is responsible for reviewing and approving applications for existing and potential licensees under the Financial Institutions Act and handling related inquiries.
Duties and Responsibilities
  • Review licensing applications, reapplications, and amendments; requests for termination of licenses; and changes in authorizations to represent, in accordance with governing legislation, Council guidelines, policies and department procedures.
  • Input all relevant data into the licensing system.
  • Approve applications that meet standards under Council guidelines or refer with recommendations, where possible, cases that do not meet standards or indicate suitability or other issues to the Manager, Licensing for consideration.
  • Prepare and issue correspondence to applicants and licensees regarding outstanding requirements, and clarification of licensing requirements.
  • Respond to written and oral licensing inquiries within 1-2 business days.
  • Document all pertinent telephone calls and meetings in licensee/applicant\xe2\x80\x99s file on the licensing system.
  • Conduct initial review and make recommendations to the Manager, Licensing on equivalency and suitability submissions for individual applications in accordance with governing legislation, Council guidelines, policies, precedents, and department procedures.
  • Support the Manager, Licensing with the preparation of documents for the Review Committee and Council on individual applications.
  • Follow up on open and pending cases.
  • Remain up to date on Council legislation and procedures.
  • Assist in providing training to the licensing assistant and new licensing officers.
  • Participate in system development meetings as required and give feedback by way of testing the system in specific licensing areas.
  • Liaise with other regulatory bodies regarding applicants and licensees.
  • Handle other duties as assigned by the Manager, Licensing.

Qualifications and Experience
  • Three to Five years in a related position.
  • Post-secondary degree in a related field such as business administration, or equivalent experience
  • Proficient in business writing
  • Excellent word processing skills with a minimum typing speed of 60 wpm.
  • Good time-management skills with an ability to handle multiple concurrent tasks and changing priorities.
