As the Leader, Capital Development you will lead a team in the development and implementation of land development projects to create, regenerate and improve affordable housing opportunities in Calgary. You will engage and champion these initiatives with diverse partners, including government officials, non-profit and other community and industry partners, Community Associations, members of the public, contractors and housing professionals, internal City leadership, Council, The Mayor and Mayor\xe2\x80\x99s office, and City staff. Primary duties include:


  • Oversee interactions across Calgary Housing Company (CHC) and The City related to affordable housing capital financing, construction partnering, strategic alignments and risk management.

  • Work with CHC asset and operational divisions to develop guidelines and contingency strategies relevant to affordable housing around project cost estimation, construction cost escalation and compliance with relevant legislation, City standards and directions.

  • Lead a team of direct reports, encouraging and empowering staff to employ creative solutions to resolve problems or issues while developing staff through success management, career development, training, recognition and performance reviews.

  • Liaise extensively with internal and external partners to coordinate affordable housing capital development initiatives and activities.

  • Engage with the public and communities regarding affordable housing developments.

  • Strategize and support responses to relevant budget and strategy releases from the federal and provincial governments and other external funding agencies.

  • Participate in annual and long-term business plans and budgets to support operations that are sustainable and align with CHC\xe2\x80\x99s directives and corporate strategic initiatives.

  • Lead the implementation of the affordable housing strategy, through capital development and land programs and ensure projects are delivered on time, on budget and achieve quality from a full lifecycle perspective.





Qualifications
  • A degree in Planning, Architecture, Engineering, Business Administration or a related area and at least 8 years of experience delivering land development projects and services related to mid-rise, high-rise housing and/or mixed-use developments.
  • Experience must include strategic planning and budgeting, issue management, and report writing and delivering presentations.
  • Current working understanding of processes within The City of Calgary relating to delivery of residential and mixed-use developments will be considered an asset.
  • Technical implementation expertise in green building and energy efficient design standards and principles such as EnerPHit, PassiveHouse, LEED, Net-zero ready will be considered an asset.
  • Project management experience is also preferred, including experience leading projects using alternative procurement and delivery models such as IPD and CM.
  • A Project Management Professional (PMP) designation will be considered an asset.
  • Success in this position requires the following competencies: exceptional communication skills, the ability to manage multiple projects/tasks in a fast paced environment, strong negotiation, problem solving and conflict resolution skills, proven political and business acumen, and the ability to work in a collaborative environment.
  • Equivalent combinations of education and experience may be considered.

Compensation: Level F $89,632 - 137,281 per annum

Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.
