Quality Assurance is a focus for your own work along with the projects you lead, and you create and follow reliable systems to ensure maintenance of standards.

What you'll do

The Project Leader, Capital Projects is a key member of the corporate Real Estate and Facilities department. This role is responsible for supporting the implementation of approved capital projects across Fraser Health, Vancouver Coastal Health, Provincial Health Services and Providence Health Care (collectively, the "Organizations") including project management, budget control, dispute resolution and oversight of projects from design through to construction and commissioning; liaises with external consultants, vendors, other health agencies and community groups to represents the Organizations' interests as appropriate. High-level accountabilities include:

  • Manages the implementation of approved smaller or specialized projects from design to completion; coordinating the process of design development and contract preparation by liaising with clinical and project planners, consultants and various user groups for assigned projects; reviews working drawings for consistency with project scope, budget and project design schedule; monitors project charter, plans and objectives to maintain timelines and project deliverables; liaises with consultants, vendors and other external agencies to review contracts for the provision of goods and services.
  • Carries out project plan according to project methodologies to ensure successful and coordinated completion of project components by facilitating consensus with stakeholders; monitors project progress according to project work plan, reports on variances on timeline and budget, making related recommendations to the Project Manager; prepares regular progress reports for projects programs and forwards reports to Manager, Capital Projects.
  • Facilitates department knowledge of current and emerging facilities design and innovations through evidence-based design concepts, use design and construction research in the development and updating of Design & Construction Standards and Guidelines.
  • Communicates with Financial Planning, Facilities Planning & Real Estate, Facilities Operations & Environmental Sustainability, Directors and Managers in the Organizations regarding project design, construction issues and operational efficiency, environmental sustainability and suitability of the various projects; liaises with the Planning Departments of various cities in geographic areas supported by the Organizations to obtain development and building permits for various projects.
  • Liaises with the various external stakeholders including regional hospital districts, hospital foundations and universities with respect to the project management, design, construction updates and reporting.
What you bring

Qualifications
  • Bachelor's degree in a relevant discipline and a professional designation
  • 5+ years' recent related experience managing, leading and directing various project tasks and responsible for project/design planning for a large complex multi-site organization including one (1) supervisory/leadership experience, or an equivalent combination of education, training and experience
Knowledge & Skills
  • Knowledge of capital project implementation processes including design, construction and procurement within current standards, codes, bylaws and regulations.
  • Uses project management principles to effectively manage planning, design and construction projects simultaneously, within a dynamic project environment with changing priorities.
  • Ability to supervise and provide direction to team members.
  • Develop and maintain effective relationships with internal and external stakeholders, demonstrating political awareness, ideally in a health care environment.
  • Good verbal and written communications skills, with ability to persuade and mediate multiple stakeholders and project team members to facilitate consensus.
