Job Description

We are looking for a Lead of Infrastructure Services to support our Real Property Planning and Management (RPPM) Branch in Ottawa, Ontario. The Lead Infrastructure Services would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
Within the property management unit of RPPM is an Operations and Maintenance group that is responsible for delivery of contracted services such as janitorial, roads and grounds maintenance, hazardous waste disposal as well as managing a service contract for minor renovations and repairs to existing facilities performed by third party contractors ensuring that obligations and responsibilities with respect to these contracts are met, including; health and safety, security and financial.
The Lead Infrastructure Services also supervises Contract Administrators and other support personnel. The Lead Infrastructure Services responsibilities span a broad spectrum, covering all areas of Contract Administration, Financial Management, Time Management, Quality Management, Risk Management, Safety Management and Contract Administration.

Education


Completion of a three-year college diploma in Civil, Structural, Electrical or Mechanical Engineering Technology or equivalent combination of education and experience might be accepted.
The following certifications or training will be considered as an asset:
  • Certified Facility Manager - International Facility Management Association (IFMA).
  • Certified Property Manager - Institute of Real Estate Management.
  • Facility Management Administrator Designation - Building Owners and Managers Institute (BOMI).
  • Real Property Administrator - Building Owners and Managers Institute (BOMI).
  • TDG
  • WHMIS
  • Designated Substances Awareness

Experience


  • Significant* experience in simultaneously managing and administering numerous service contracts in an industrial or research environment involving multiple contractors/service agreements ensuring services are delivered in accordance with contract terms and conditions.
  • Significant* experience leading the process of renewing service contracts related to delivery of infrastructure services activities, ensuring that problems/deficiencies with existing contracts are addressed, preparing technical specifications including scope of work statements and service level standards, requesting quotations, and ensuring that contracts are tendered and implemented in a timely fashion.
  • Significant* experience in facilities operations and maintenance of install systems, services and equipment.
  • Experience using software solutions for preparing reports, development of spreadsheets, data analysis and presentations.
  • Significant* experience with supervising employees including coaching, training and conducting performance reviews.
  • Experience working in a complex environment, serving a number of internal clients simultaneously and managing multiple concurrent tasks and priorities.
  • Experience in coordinating the on-site activities of contractors performing infrastructure improvement projects for minor construction and renovations.

  • Significant is defined as four (4) to eight (8) years of experience.

Assessment Criteria


Candidates will be assessed on the basis of the following criteria:

Technical Competencies


  • Solid knowledge in coordination and monitoring of multi-craft activities involving preventive, scheduled, and emergency maintenance, cleaning, repair and renovation of buildings, mechanical systems and/or roads and grounds
  • Solid knowledge of change management processes for addressing issues or concerns as identified during monitoring of systems, reviewing maintenance and service records.
  • Knowledge of the language of service contracts and the RFP/RFQ process, including preparation of RFP documents and evaluation of submissions.
  • Solid knowledge of best practices in managing and maintaining Infrastructure Services including roads and grounds, waste disposal, life safety systems such as generators, lifting devices, gas monitoring and detection, HVAC, etc.
  • Solid knowledge of Occupational Health and Safety codes, standards and regulations required to create and maintain a safe environment.
  • Solid knowledge of finance, HR, procurement and other management related principles, policies and procedures.
  • Knowledge of various Microsoft office applications, such as MS Outlook, Word and Excel.

Relocation


Relocation assistance will be determined in accordance with the NRC's directives.

Compensation


From $73,744 to $94,839 per annum.
In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.

Notes


  • Many of the daily tasks require physical activities including climbing, reaching, lifting and working on construction sites.
