:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Under direction from the Manager, the Contract Administration Lead will manage the procurement, effective management and life-cycle maintenance of complex CPG\'s contracts for Ontario Line and serve as Subject Matter Expert (SME). This role also ensure Vendors\' compliance with standard CPG procurement and contract management processes, policies and achieving value for money.What will I be doing?

  • Creates and manages the development of procurement strategies to meet CPG\'s contracts for Ontario Line identify/analyze potential procurement risks/opportunities, review of procurement submissions from Project Co, develop mitigation measures for managing risks, and produce a robust procurement plan for implementation.
  • Reviews, interprets and analyses contract requirements, tenders and contract documents, to ensure that the overall contracting strategy and individual clauses/terms are applied appropriately and consistently to reduce risk and protect the interests of Metrolinx. Ensures required provisions are included in all contract documentation and recommends changes/revisions where omissions/inconsistencies occur.
  • Liaises and works collaboratively within the Integrated Project Team other Metrolinx\'s departments such as Procurement Services, Capital Finance, Legal Counsels, Commercial Support, as well as with various internal and external stakeholders, municipalities, provincial agencies.
  • Manages the development of financial forecasts for complex contracts using relevant tools/dashboards, by collecting future requirements from CPG teams and develop business case to secure approval from funding from relevant forum (CEO/Board).
  • Identifies and advises on the resolution of a range of critical contract issues including vendor performance, and monitors vendor adherence to the terms of contractual agreements; providing assistance in negotiations and resolution of matters. Escalates complex, high profile issues/matters to the Manager.
  • Responsible for accurate administration of various contract records, such as work releases, changes, variations, certificates of payment, amendments, correspondence, reconciliation, notices etc. in the Contract Management System (such as Oracle Unifier). Monitors status of assigned contracts, prepares and provides reports to management and project teams, as required.
  • Manages development of business case for amendments to contracts in collaboration with project teams, negotiate terms and conditions with vendors and process contract amendments in compliance with Metrolinx governance and contract authorization policies.
  • Assists to develop risk mitigation strategies to ensure the compliance of contracts and change orders/amendments with Metrolinx policies and procedures and to minimize corporate liability throughout the lifecycle of projects. Identifies and closely monitors risks, constraints and contingencies associated with contracts to avoid or mitigate additional costs, penalties and delays. Recommends implements and continuously adjusts mitigation as well as implementation tactics throughout the lifecycle of projects.
  • Drives implementation of processes & tools to report financial forecasts for contracts to facilitate project teams for fiscal planning in collaboration with Finance team and communicating the information effectively to relevant project teams in a timely manner.
  • Manages the provision of contract administration expertise and advice to project teams across the CPG regarding all aspects of contract administration and risks through the lifecycles of large-scale, concurrent capital projects.
  • Manages effective management of complex CPG contracts for Ontario Line by closely working with vendors to develop services/work plans based on project/program\'s requirements and negotiate associated commercial & financial terms to ensure that excellent quality of services from vendors are secured at fair price for Metrolinx.
  • Identifies opportunities for innovation, risk mitigation and continuous improvement for contract management, administration, and risk control.
  • Assists in the development and implementation of best practices and lessons learned from internal sources and extensive personal professional experience gained through management of major multi-billion-dollar infrastructure/transit programs and teams. Monitors performance through the development of and tracking of administrative and financial metrics.
  • Works with the CPG project teams to ensure the delivery of the work described in each contract, recognizes and addresses trends to assist in mitigating the risks against delivering large-scale projects
  • Act as Subject Matter Expert (SME) within the team and provide advice to junior team members for resolution of complex commercial/contractual issues with vendors. May be required to directly manage employees performing related tasks.
What Skills and Qualifications Do I Need?
  • Completion of a degree in, Engineering, Contract/Construction Law, Business or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Demonstrated years\' experience in procurement of contracts and managing the administration of large contractual agreements, ideally for an owner/public sector agency involving large-scale infrastructure/transit projects.
  • Skilled in the development and communication of internal contract administration/management policies, procedures and best practices, preferably in the transit and/or infrastructure industries.
  • Extensive experience in drafting contract terms and interpretation of contract law, and Ontario legislation (e.g. Construction Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statues and proceedings).
  • Management and leadership skills to lead projects/contracts independently and mentor departmental staff.
  • Influencing skills to convince vendors, senior management, colleagues and clients of the need to adhere to contract administration control processes.
  • Negotiation and oral/written/presentation skills to represent findings to senior management team while dealing with all contractual issues and negotiations with vendors.
  • Strong ability to communicate effectively and tactfully with various personnel within and outside of the organization including management, professional staff, project team, construction site staff, other personnel to discuss, clarify and resolve technical/contractual matters, financial, legal and other concerns
  • Preference for those individuals with experience working within a P3 and/or Collaborative Progressive Design Build models (PDB\'s)
