:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Commercial Management Office of the Capital Projects Group (CPG) is seeking a Manager, Contract Administration (Procedures, Processes, and Improvements) to lead the development and implementation of CPG\'s contract administration processes, performance, standards, and operational procedures to ensure governance and effective contract management and administration. The Manager will also lead development and implementation of training programs for Contract Administration staff on relevant business processes, procedures, and the use of applicable tools and systems; initiate and lead departmental continuous improvement initiatives as well as contribute to cross-functional initiatives within the organization. The Manager may also provide direction to Senior Contract Administrator and Contract Administrator roles overseeing contract management and payment administration processes, contract changes, variations, amendments, tender support, and to ensure contractual compliance.What will I be doing?

  • Responsible for the development and implementation of CPG\'s contract administration processes, standards and operational procedures to facilitate effective contract management, ensure consistency and governance across all projects undertaken by the CPG, and to support successful delivery of the organization\'s large and complex capital infrastructure initiatives.
  • Directly manages Contract Administration department employees in a single work group performing related tasks and manages additional consulting resources as required to support the integrated team.
  • Monitors commercial performance management through pro-active issue resolution and standardized internal processes that contribute to achievement of desired service levels and Key Performance Indicators (KPIs).
  • Produces and distributes commercial performance reports including monthly, quarterly and executive management reports, undertakes analysis of commercial information data to support business needs.
  • Interacts with and solicits input from internal and external stakeholders with respect to contract administration matters, issues, processes etc. to gain necessary buy-in and coordinates contract work to meet stakeholder requirements.
  • Leads root cause analysis of complex contractual issues, identifies areas for improvement and documents lessons learned. May provide input for resolution of commercial issues utilizing prior lessons learned across projects.
  • Reviews and analyzes tenders, agreements, contract documents and other forms of contractual arrangements to determine suitable contract administration practices and business processes to ensure effective commercial management, reduce risk and protect the interests of Metrolinx.
  • Manages the provision of contract administration consultative advice, expertise and support to project teams throughout the life of the capital projects.
  • Works with the Capital Finance department to establish and maintain financial control systems and ensures timely flow of cross-departmental documentation and information
  • Works with the CPG project delivery teams to ensure the delivery of the work described in each contract, recognizes and addresses trends to assist in mitigating risks in the delivery of large-scale projects.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration, Engineering, Contract/Construction Law, Commerce or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated years\' experience managing the administration of large construction contracts and consulting agreements in a large multi-project construction environment, ideally for an owner/public sector agency involving large-scale infrastructure/transit projects.
  • Strong knowledge of construction contract administration and claims management techniques and practices in a large multi project complex construction and infrastructure environment.
  • Experience with various project delivery and procurement models, both traditional and non-traditional (such as P3, Alternative Finance Procurement, Progressive Design Build, CMAR etc.)
  • Skilled in the development and communication of internal commercial and contract administration policies, procedures, and best practices, preferably in the transit and/or infrastructure industries.
  • Extensive experience in the interpretation of contract law, Ontario legislation and various forms of contract (e.g. Construction Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statues and proceedings).
  • Proficient experience in using contract management systems, such as Oracle Unifier or similar, as well as analytical and process development tools and applications (MS Excel, PowerBI, Visio etc.)
  • Experience in evaluating and enhancing operational processes for efficiency and compliance; familiarity with continuous improvement methodologies and techniques (such as Six Sigma or Lean) would be an asset.
  • Strong analytical skills, ability to use data and metrics for decision-making and process improvement.
  • Management and leadership skills to manage, mentor and motivate departmental staff as well as to lead departmental projects and initiatives
  • Influencing skills to promote adherence to contract administration control processes across the Division
  • Negotiation and oral/written/presentation skills to represent the Capital Commercial Management Office in dealing with all contract administration projects/issues.
