This is a 12-month leave replacement.
This position is located within a health-care facility, therefore, the successful candidate will be required to provide verification of full vaccination against Covid-19 provided prior to the start date, as required by a provincial health mandate.
This position has the option of a hybrid work arrangement.
Summary

The Lead, Change and Transformation provides change management leadership for a suite of service offerings within the Faculty of Medicine’s IT unit – Digital Solutions. The Lead, Change & Transformation provides strategic leadership and advice to Faculty of Medicine management and directly oversees change management processes and practices related to Digital Solutions projects and services. Incumbent leads a function that promotes the adoption of Digital services in support of the Faculty s strategic goals and benefit realization.

Organizational Status

This position reports to the Deputy CIO, Medicine, assisting with strategic thinking and leading change and transformation practice. The position has extensive contact with other departments and groups within the Faculty of Medicine and the UBC community. It may also act as a liaison point with partner organizations whose customers may rely upon use of Medicine s technology services and/or collaboration with Medicine s staff.

Work Performed
Specific Duties:

  • Develops, maintains and improves a Change framework, which includes methodologies and templates to support a strategic change/transformation cycle:
    • Establishing a rationale for change
    • Objectives for successful change
    • Plan for change
    • Implementation of change
    • Embed/Operationalize change
    • Evaluate the change
  • Leads an internal change and quality improvement function for Digital Solutions (conducting lessons learned, facilitating workshops with an objective to re-enforce newly identified best-practices, ...)
  • Directs the creation of a structured change management methodology and its application on projects
  • Oversees the creation of change management strategies for projects
  • Oversees the creation of actionable deliverables for the five change management levers: communications plan, sponsor roadmap, coaching plan, training plan, and resistance management plan
  • Engages and supports Digital Solutions staff in managing change; liaises with business owners, users and stakeholders on technology use and provides strategies, advice and support for adoption.
  • Creates and implements or oversees change plans related to MedIT projects, products and services; ensures consistent messaging across MedIT projects and programs.
  • Supervises a small team of Management and Professional staff and manages vendors.

Core Duties:
  • Contributes to the development of strategies, operating plans, and performance measures/targets for a specific service offering and leads the day to day delivery of related services and activities.
  • Works with business partners and/or IT leadership to develop project resource plans to meet staffing, space and equipment requirements. Coordinates and distributes work, monitors workloads and backlogs, and makes necessary adjustments.
  • Provides coaching and mentoring on the more complex elements of the work, applying an advanced level of technical expertise and judgement to support the achievement of desired work outcomes.
  • Develops and implements procedures, methods, standards and controls to support operational efficiency, monitor compliance, mitigate risks, and achieve team results.
  • Prepares budget recommendations for resources.
  • Responsible for product expertise which would include development of new systems, acquisition of new software or hardware packages, changes and enhancements.
  • Manages staff in the day-to-day performance of their work, provides leadership and mentoring, and uses a wide range of tools and techniques to create and maintain a collaborative, motivated and positive team atmosphere. Ensures all staff is aware of and adhere to the systems, procedures, methods, standards and controls within the unit.
  • Develops and manages professionals and other staff including selection, training, coaching, performance management and all other people practices.
  • In collaboration with the Manager/Senior Manager, manages the staff performance assessment process. Conducts regular meetings with direct reports.
  • Assesses learning and development needs and provides career planning advice to staff and creates development plans to help staff achieve their career goals including assigning work which leverages their skills and capabilities and provides them with opportunities for learning.
  • Manages performance concerns and disciplinary action in collaboration with HR and, where applicable, a Manager or Senior Manager.
  • Makes recommendations on the selection of vendors.
  • May serve as a Project Manager and be responsible for the overall management and success of the project.
  • Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.
  • Performs other related duties as required.

Consequence of Error/Judgement

Makes decisions regarding design and maintenance of existing large, complex and Faculty-wide systems or recommends the information processing/ systems architecture to be implemented.

Supervision Received
Works with wide latitude. Work is reviewed in terms of achievement of broad project objectives and goals.

Supervision Given

Manages directly and indirectly through subordinates.

Minimum Qualifications
Undergraduate degree in a relevant discipline. A minimum of 5 years of experience, in-depth knowledge of applications and the business requirements supporting them or the equivalent combination of education and experience.
Preferred Qualifications
In-depth knowledge of IT service delivery and its business requirements. Demonstrated skills in developing, implementing and evaluating strategic communications and change management plans.
Demonstrated ability to exercise initiative, resourcefulness and sound judgment.
Effective oral and written communicator including demonstrated writing, editing, proofreading and design skills.
Effective management skills such as time management, supervision and negotiation.
Able to juggle multiple projects simultaneously in a deadline-driven environment.
Ability to analyze problems, identify key information and issues, and effectively resolve.
Ability to communicate effectively verbally and in writing.
Ability to mentor and coach staff, and act as a resource.
Ability to develop and implement strategic business plans.
Ability to analyze and interpret data, determine implications, and provide recommendations.
Ability to effectively use job-related design and analysis applications.
