Overview:
The successful candidate will complement our client\xe2\x80\x99s contingent of staff and contract Project Managers in IT Programs and projects Delivery (part of PMO). The contract PM\xe2\x80\x99s primary assignment is to lead the IT Resiliency Program, aimed to increase IT services resiliency across the enterprise. As part of digital transformation, our Client wants to modernize its approach to IT services resiliency to better support the enterprise\xe2\x80\x99s end goal of providing high-quality services to the lower mainland communities. This program entails reviewing existing IT architecture, tools, and processes, identifying gaps and opportunities for improvement, creating plans and managing their approval and execution, followed by maturity assessments to confirm the realization of the anticipated benefits. Solid experience with program management of large and complex programs, IT infrastructure, Disaster Recovery, Business Continuity Management, or security-related projects is essential, as is the ability to prepare solid business cases and program planning documentation based on information provided by business and technology stakeholders. Experience with the public sector in Canada is highly desired. The contract PM may also be assigned to other full life-cycle projects within the overarching cybersecurity and IT Resiliency Program as required by the Business Technology Services (BTS) Project Management Office. Project assignment will also depend on the contract PM\xe2\x80\x99s suitability and qualifications. These projects may be Feasibility Studies (planning projects leading to design and Implementation) or design and Implementation projects where a product or service is delivered.

What you will be doing:
The successful candidate is expected to closely adhere to our Client BTS\xe2\x80\x99s Project Management methodology (templates, gates, phases, and stages). Duties will include all aspects of the Project
Management Lifecycle, including project initiation and planning, executing, monitoring and control, and closing \xe2\x80\x93 scope, time, and cost management; procurement management; quality management; risk identification, mitigation and ,management; resource management; stakeholder and communications management; issue management. Reporting functionally to the Program Director and administratively to the Client Senior Manager in the BTS Project Management Office, the candidate will work closely with senior staff, as well as functional and technical teams consisting of staff and contractors. The successful candidate will perform all project/program management functions, including but not limited to the following:

Provide strong team leadership to a diverse team, including project managers, business analysts, solution architects and business representatives, demonstrating interpersonal and communication skills and business acumen.

Develop or support the development of comprehensive business cases and supporting artifacts (related documents and appendices), ensuring the alignment of the proposed approach with IT services resiliency best practices, the Client\xe2\x80\x99s enterprise priorities, and the program strategy.

Prepare or oversee the preparation of all project planning documents utilizing BTS\xe2\x80\x99 comprehensive project management methodology (Atlas) and supporting templates.

Execute or oversee and monitor all aspects of the plan, including WBS, financials, procurements, communications, quality, risks, and decisions.

Direct the activities of internal and external (contracted) resources, including Project Managers, Business Analysts, Data Analysts, Developers, and Quality Assurance Analysts for multiple projects under the program.

Develop, manage, or provide input to enhance the current program and project governance structure, including actively engaging with Project Steering and Technical Advisory Committees to foster consensus on project matters and drive the attainment of desired benefits.

Prepare and communicate, or provide input to, detailed monthly and ad hoc reports to stakeholders, including status reports and updates to the Project Steering Committee.

Ensure comprehensive project/program oversight by establishing and maintaining project boundaries and scope agreements through governance structures, monitoring project schedules and milestones, proactively identifying and mitigating risks, and managing project finances, contracts, and vendors performance.

Deliverables:

Normal project and program management deliverables and supporting documentation will be expected. These include, but are not limited to, the following as defined in the BTS PMO\xe2\x80\x99s standard

delivery methodology:

Create Business Cases for assigned programs and projects, including the implementation phase work plan, financials (budget), work breakdown structure in MS Project, project schedule, risk analysis, work package sequencing, and high-level business case (memo)

Create Project Initiation artifacts (Project Charter, Feasibility Study Definition Document, Project Configurator, Organizational Change Management documents)

Create a comprehensive, integrated project management plan consistent with PMI practice including detailed Communication and Risk Management Plans.

Create Monthly Program and Project Status Reports, filed in the Client\xe2\x80\x99s portfolio reporting system.

Create Technical and Steering Committee meeting documentation (i.e. presentations, review materials, minutes, support documentation, technical memorandums, etc.)

Create Program and/or Project RAID (Risk, Action, Issue, Decision register)

Create Program and/or Project Change Requests, as required.

Create Program and Project Closeout Reports.

Provide Cash Flow Forecasts/Budget Updates

Provide Deliverables from the projects assigned to the contractor.

What you must have:

5+ years of program management experience is a must .

Proven experience managing IT Services Resiliency projects is a must.

5+ years of proven IT infrastructure experience is strongly desirable.

Bachelor\xe2\x80\x99s or master\xe2\x80\x99s degree in business administration or computer Science.

8+ years of full cycle technology project management experience, preferably with experience in SDLC (full-cycle software development) projects, from developing a conceptual idea to requirements gathering to system design, system build, system test, training, and cutover.

Must have managed projects with budgets of more than $2M and teams of more than 10 people.

Extensive and proven experience managing stakeholders and an ability \xe2\x80\x9cto bring people together\xe2\x80\x9d.

Must have excellent people skills, and excellent communication skills, both verbally and in writing. Experience communicating and presenting to senior management and executives within a large organization is essential.

Must display a sense of \xe2\x80\x9curgency to get the job done\xe2\x80\x9d.

Solid experience with the management of risk, change, issues, time, scope, resources, budget, and quality

Experience managing complex contracts.

Project Management Professional (PMP) designation is a plus but not a mandatory requirement. Training and experience in best practice project management techniques and processes.

Extensive and proven experience facilitating and managing consultation processes with a wide range of stakeholder groups.

Proven ability to gain and use an understanding of the wider program goals in deciding the supporting project strategies/objectives.

Proven ability to manage/coordinate activities and resources in conjunction with other inter-related program projects.

Experience developing and implementing technology projects and business process initiatives designed to improve efficiency.

Experience gathering and analyzing functional and technical requirements and information from key business areas.

Experience leading an interdisciplinary team of technical and business resources effectively.

Experience or understanding of organizational change (OCM) in projects.

Experience with the standard MS Office tools -including Microsoft Project-, and SharePoint.
