Human Resources Administrator Full-Time, Permanent

Summary
The Human Resources Department is responsible for providing advice to the Chief Administrative Officer, Managers and staff on such matters as recruitment, labour relations, pay equity maintenance, occupational health and safety, staff training and development, interpretation of personnel policies and legislative requirements, performance management, and organizational development. The applicant should be comfortable working in a fast-paced environment and be able to maintain strict confidentiality within the unit. The applicant should be well organized, conscientious, willing to learn, positive, and a team player. The applicant must possess strong communication skills.

This is a Non-Union / Non-Management Position.

RESPONSIBILITIES

  • Take a lead role in the recruitment process. Prepare postings and advertise, develop interview questionnaires and testing, set up and administer interview and selection process, conduct reference checks, and assist in the selection of employees throughout the hiring process.
  • Participate in candidate recruitment activities, such as job fairs.
  • Assist with the development, maintenance, and implementation of personnel policies as approved by Council including interpretation of policies.
  • Assist with the coordination and implementation of the job evaluation process.
  • Administration of the benefits, pension, and employee assistance program.
  • Act as a resource for the interpretation of the Collective Agreement with the Union.
  • Work with Managers to coordinate in-house training in such areas as are required for employees (WHMIS, First Aid, Safe Driving, or as designated by Health and Safety Committee).
  • Maintain records of all training as required.
  • Play an active role in the Health and Safety Committee
  • Administer the Employee ID System
  • Additional other duties as assigned by the Human Resources Manager.
QUALIFICATIONS & EXPERIENCE
  • College Diploma in the field of Human Resources or equivalent education and experience.
  • Knowledge of the Employment Standards Act, Canada Labour Code, Labour Relations Act, Occupational Health and Safety Act and any other related legislation.
  • Completion of Health and Safety training considered an asset.
  • Minimum of two (2) years related experience working in an HR or Municipal environment.
SKILLS
  • Ability to work independently with minimal supervision.
  • Excellent organizational and time management skills.
  • Excellent conflict resolution skills.
  • Familiarity with computer usage, common office software and machinery.
  • Ability to present information in one-on-one or small group situations.
