We are seeking a proactive and detail-oriented HR & Recruitment Coordinator to take the lead in sourcing, hiring, and supporting reliable labor talent for our construction projects. This role is crucial in ensuring that the right people are on-site, on time, and fully prepared to contribute.
The ideal candidate brings experience in construction or blue-collar recruiting, understands the challenges of job site staffing, and excels at building strong pipelines of skilled and general labor. Beyond recruitment, this individual will also oversee onboarding, compliance, payroll administration, scheduling support, and workforce retention initiatives.
Proactively recruit skilled and general laborers through job boards, social media, staffing agencies, and referrals
Maintain a ready-to-deploy labor pool for ongoing and upcoming projects
Screen, interview, and assess candidates for reliability, safety awareness, and work eligibility
Coordinate pre-employment checks including references, background checks, drug testing, and certifications
Onboarding & Orientation
Manage hiring paperwork: tax forms, ID verification, employment agreements
Conduct new hire orientations with a focus on safety and company policies
Coordinate PPE distribution, site access, and onboarding logistics
Labor Management & Support
Assist with daily/weekly crew scheduling and adjustments
Track employee attendance and no-shows; flag concerns to site managers
Act as a point of contact for labor-related HR issues or complaints
Support retention by recognizing dependable workers and encouraging repeat hires
Payroll, Union Dues & CRA Remittances
Process weekly/bi-weekly payroll for all employees, ensuring accuracy and timeliness
Calculate and deduct applicable union dues, remitting payments in accordance with collective agreements
Prepare and submit CRA remittances, including source deductions (CPP, EI, income tax)
Review, correct, and approve employee timesheets by verifying hours worked, overtime, job codes, and site allocations. Work closely with site supervisors to resolve discrepancies, ensure compliance with labor laws and collective agreements, and confirm that only accurate and approved hours are processed for payroll.
Respond to employee payroll inquiries in a timely and professional manner, addressing questions about pay stubs, deductions, overtime, vacation pay, and any discrepancies, while maintaining confidentiality and providing clear explanations.
Maintain compliance with federal and provincial payroll regulations
Issue Records of Employment (ROEs), T4s, T4As, and other payroll-related documents as required
Reconcile payroll reports and resolve discrepancies in coordination with finance/accounting
Complete year-end reporting, including preparation and filing of T4/T4A slips and summaries with CRA
Maintain confidentiality and accurate record-keeping of payroll and remittance data
HR Compliance & Records
Maintain up-to-date employee records including licenses, certifications, and safety training
Ensure compliance with employment laws, union regulations (if applicable), and health & safety standards
Prepare reports on labor activity, recruitment metrics, payroll, and turnover trends
Implement a new system for organizing and storing all records and reports
Optional: Training & Development
Assist in coordinating safety refreshers, skills upgrades, and external training as required
Track renewal dates for required certifications and licenses
Qualifications
2+ years of experience in HR, recruiting, or construction administration
Hands-on experience with payroll processing and government remittances (CRA)
Familiarity with unionized work environments and collective agreement requirements
Experience recruiting blue-collar or labor staff strongly preferred
Knowledge of Ontario labor laws, payroll practices, and construction job site requirements
Strong organizational and communication skills
Ability to thrive in a fast-paced, hands-on environment
Proficiency in Microsoft Office, Google Workspace, and HR/payroll software (e.g., ADP, QuickBooks, Ceridian, or equivalent)
Bilingual (e.g., English/Spanish) is a strong asset
