Position Purpose
Ensures the smooth operation the HR Department including recruitment, requisitions, interviews, and provides support for managers with employee coaching, discipline, and grievances. Ensures that pay and benefits are administered accurately and efficiently and provides payroll backup. Coordinates and ensures adequate training for all staff.

Key Responsibilities
  • Oversees and participates in the recruitment and hiring process.
  • Conducts or delegates background and reference checks and employee eligibility verifications.
  • Follows the Recruitment Task Map for the job requisition process and ensures that all requisitions are posted quickly and are actively managed to prevent delays; and ensures the completion of the process with necessary notifications prior to onboarding.
  • Oversees the on-boarding process and supervises HR staff to ensure all employee records are created and kept up to date, and that all employees have or receive the necessary training;
  • Provides direction to managers for evaluating candidates for postings;
  • Oversees the scheduling, assignments, and daily workflow of junior HR staff;
  • Conducts performance evaluations, coaching, and discipline of junior HR staff;
  • Coaches and assists managers on all aspects of the performance reviews for their staff including providing training on evaluation tools and approved methods and guidelines;
  • Supports managers to coach and discipline staff, recommends coaching strategies and corrective action for poor performance, and keeps records of all such activity in accordance with the collective agreement and approved practices;
  • Recommends and drafts letters of expectation, written warnings, and disciplinary letters;
  • Determines and implements appropriate response to serious employee misconduct including discipline and discharge at the request of managers;
  • Assists the HR Manager with the investigation of grievances and breaches of protocol;
  • Is the first point of contact for prospective employers for former and current employees and will provide employment references and letters confirming employment;
  • Responds to the majority of employment-related inquiries passed on from junior staff, and involves the HR Manager when complex and/or sensitive issue arise that require professional assessment;
  • Assists the HR Manager or program managers with the termination of employees and ensures that all related processes are followed and that the employee receives all required documentation on time;
  • Ensures that all HR policies, procedures, and protocols are followed efficiently;
  • Reviews and summarizes confidential reports and documents and prepares background documents as necessary. Based on the reports generated, makes recommendations to the HR Manager for improvements to policy documents;
  • Is responsible for confidential employment-related letters including letters of appointment, letters of expectation and disciplinary letters including written warnings, notices of suspension and termination;
  • Coordinates with the Payroll and Benefit Specialist to ensure the awarding, recording, and tracking of benefits is carried out according to the Collective Agreement.
  • Tracks and reports on employee compliance with safety standards and important policies and protocols;
  • Reviews and summarizes confidential reports and documents and prepares background documents as necessary for the HR Manager or Executive team.
  • Based on confidential reports, makes recommendations regarding employee performances, evaluations, and discipline;
  • Designs and implements employee recognition programs;
  • Is the primary contact for employees who are absent for extended illness, injury, or leaves, and is the primary liaison with contracted absence management services such as DMI or similar agencies;
  • Oversees and ensures all time and attendance tasks are completed in the HR System;
  • Oversees the employee documentation process, including the creation and retainment of all required agreements, waivers, and records;
  • Ensures documentation of compliance with mandatory and non-mandatory training, continuing education, and work assessments;
  • Creates and deploys employee satisfaction surveys and gives actionable insights from the results to improve employees experience and performance;
  • Ensures compliance with federal, provincial, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance;
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law;
  • In the absence of the Payroll and Benefit Specialist, runs payroll and performs essential tasks to maintains payroll records;
  • Performs other duties as assigned.



Qualifications

Education


  • Bachelor\'s degree in Human Resources Management or a related field.


Training and Experience

  • 2 years of experience working in the human resources field
  • 1 year of experience in labor relations and compliance
  • 1 year of experience managing compensation and benefits programs
  • Or an equivalent combination of education, training, and experience

Required Licenses/Certificates:
  • Successful Criminal Record Review for Vulnerable People

  • Possesses some knowledge or has an interest in learning more regarding substance use disorders, mental health challenges, treatment, and recovery and is familiar with and understands the "Housing First" model and the importance of bio-pyscho-social-spiritual support in addressing these challenges.

  • Has a firm awareness of and maintains healthy boundaries and practices and demonstrates self-care.
  • Is able to understand and contribute to the therapeutic culture of ICCS within their own position and team.
