WORK HOURS PRIMARILY DAYS, FLEXIBILITY REQUIRED, MUST BE AVAILABLE FOR ON CALL, EVENINGS AND WEEKENDS



Job Responsibilities:



The House Manager is responsible for the overall functioning of a residential facility for people transitioning from the justice system and living with mental health vulnerabilities/conditions. The House Manager is a member of the management team along with the 2 other House Managers, and under the direction of the Executive Director, contributes to the management of the organization. The House Manager is accountable for the efficient and effective operation of the house in keeping with policies and practices. The work requires flexibility and expectation of being on a regularly scheduled 'On call" rotation.

Qualifications



University degree or Community College diploma in a related field such as Social Work, Criminology, Mental Health Services, Psychology, ...

2 years direct managerial/supervisory experience;

Demonstrated understanding and experience of counseling methodologies;

Experience working with vulnerable people;

Experience working with incarcerated people or the justice system is an asset;

Experience working or managing with in a unionized environment an asset;

Complex case management experience;

Experience working in community residential homes an asset

Ability to plan and budget;

detail oriented;

Leadership skills which foster a culture of cooperation and draw out the best in employees;

Experience supervising staff and carrying out personnel related functions;

Commitment to, and the skills for, working as a contributing member of a team;

Experience working with female clients;

Strong ability with computer software;

High level of reliability and integrity;

Experience working with union structured environment an asset;

Must be able to obtain federal government required level of security clearance;

Current: Vulnerable persons and child abuse registry clearance; Criminal Records check; Drivers Abstract; Valid 1st Aid/CPR, Non-Violent Crisis Intervention, Applied Suicide Intervention Skills Training, Food Handlers Certificate, Urinalysis Collector Certification (or willingness to obtain these)

Valid Manitoba Driver's License and regular/ongoing access to a reliable vehicle;

Personnel related duties:



Provide direct supervision to Case Managers, Community Reintegration Facilitators, Urinalysis Collectors and other House and program staff; Conduct probationary and annual reviews; Monitor and document staff performance and take action to address and improve performance; In conjunction with Executive Director, follow and implement disciplinary process when necessary; Assure adequate staffing at all times, prepare staff schedules and ensure unexpected shift vacancies are filled; Participate in search and selection committees for new staff; Coordinate orientation for new staff and provide ongoing orientation and training to staff; Ensure all staff are aware of the conditions for each resident and understand the treatment/progress plan; Communicate changes in conditions and documentation requirements; Model appropriate clinical approaches with residents and coach staff as needed; Assess training needs for staff and work with Executive Director to provide training; Schedule and Facilitate monthly staff meetings; Facilitate programing; Address staff conflicts in a timely manner; Assist with debriefing and staff support in the case of traumatic incidents; Direct staff in responding to emergencies; Meet monthly for supervision with Executive Director (more regularly in the first 6-months);

Residents



Assess potential residents and approve acceptance; Liaise with agencies, including Correctional Services of Canada (CSC) and Winnipeg Regional Health Authority (WRHA) to coordinate care of residents; Effectively communicate pertinent information to UCHH staff and other agency staff in a timely manner; Provide oversight of case management, working closely with UCHH Case Managers and agency staff (ex. Parole Officers); Be present with residents, understanding the stages of change, and provide counseling and other clinical support; Coordinate and participate in risk assessment, monitoring the suitability of residents and ending their residency if needed; Oversee, and contribution to, in-house and House initiated programming and activities; Ensure the meals which are prepared comply with guidelines for health and safety;

Management



Be informed about all policies and procedures, the scope of contracted work and labour agreements, and participate in monitoring compliance within the expectations; Participate in reviewing and updating procedures and policies; Work collegially to monitor and improve the provision of services through-out the organization; Notify Executive Director of urgent condition/situations; Participate in regular Management meetings; Liaise with WRHA and CSC regarding special contract services; Liaise with Book keeper/Financial Administrator and communicate in a timely manner; Work with Executive Director to develop strategies for determining optimal staffing arrangements; Participate in Workplace Safety and Health; Share responsibility for being" OnCall"in the event of emergency; Participate in investigations of incidents;

Administration



Ensure Policy Manuals, Binders and other Manuals are kept up to date; Audit charting and record keeping documents/logs and ensure that all required documentation is completed accurately, filed securely, and communicated to agencies as required; Ensure that statistics are kept and provided to Executive Director as directed; Research and prepare reports as required; Review case files and process potential Residents via Provincial and/or Federal Offender Management Systems. Review and sign off on all valid staff related expense claims; Prepare invoicing data for the book keeper; Complete the payroll and communicate to the book keeper; Assist in annual budgeting preparation by identifying supply and equipment needs; Plan operations and activities within budget; Oversee the filing system, ensuring compliance with procedures and that confidentiality is safeguarded; Oversee the purchase of groceries/supplies;

Urinalysis Duties:



Responsible for overseeing the accurate collection and processing of drug and alcohol testing urine samples for male or female clients.



Work cooperatively with other staff at the collection site and follow site specific protocols; Receive and process clients for urinalysis testing; Interact with clients and observe their behavior and demeanor; Verify correct referral forms and proper ID prior to testing client; Instruct client on testing protocol and procedures, ensuring full understanding and willingness to comply; Scrupulously follow proper protocols in collecting, labelling and processing specimens, including collector health and safety and the chain of custody protocol; Directly observe client giving sample; Ensure that specimens meet criteria for testing standard and ensure specimens are stored properly until shipped; Ensure paperwork is correctly completed prior to packaging and shipping specimens; Process specimens by properly packaging and enclosing paperwork; Contact Purolator and arrange courier pickup for specimens; Accurately maintain logs and fax appropriate paperwork to Winnipeg Parole office; Monitor inventory of testing supplies and order supplies as required; Monitor inventory of forms from Winnipeg Parole, for e.g. Chain of Custody forms and order more as required; Receive and unload testing supplies as required; Ensure collection bathroom is kept tidy and clean if needed; Communicate through written forms (incident report, statement observation reports) unusual or suspicious behavior involving providing clients

Facility Maintenance



Ensure regular cleaning and minor maintenance is done; Ensure walkways are safely cleaned, cleared, and maintained; Take action on and/or report larger maintenance concerns to Executive Director; Keep inventories on supplies and equipment; Participate in scheduling and planning for House improvements and upgrades;

Communication and Interpersonal Skills



Facilitate productive communications within the house; Maintain a professional, pro-social relationship with residents, staff and visitors; Act respectfully with residents, staff, visitors, neighbors and others; Maintain appropriate boundaries with residents and staff and follow the UCHH Code of Ethics and Workplace Safety and Health Policy; De-escalate potentially volatile situations; Demonstrate collegial relationships with co-workers and other agency staff as an effective team member; Model compliance with rules and regulations, while expressing empathy and compassion for individuals. Maintain confidentiality at all times;

Working Conditions



Regularly required to stand and walk upstairs (3 story building); Occasionally must lift and/or move up to 25lb; Vision acuity to enable both close and far work, with peripheral vision, depth perception; May be required to witness people (same gender) giving urine samples; At times will be required to perform and oversee room searches; Travel within the city (current `1Manitoba license and regular ongoing access to a reliable vehicle is required)

Other Duties



assume the duties of other staff (including Urinalysis Collector) often on short notice or when required; other duties as assigned by the Executive Director;
Additional:

Monthly claim of $50 per month for cell phone
