Career Opportunity

Reporting to the Executive Director in the Strategy and Customer Experience Group, this position is directly accountable for the safety and security of the TTC by planning, directing and coordinating activities for Special Constables Service and the Protective Services Unit operations to ensure the protection of TTC assets, vehicles, facilities, employees, and customers from crime and security related loss, and by maintaining a safe and secure climate both within and outside the TTC. The incumbent provides leadership in developing, implementing and monitoring programs aimed at ensuring the Special Constable Service is in compliance with TTC\'s policies concerning Diversity and Inclusion and Anti-Black Racism. Since Special Constables are important TTC brand ambassadors; the incumbent must develop, deliver and monitor specific training to ensure Special Constables meet the dual objective of ensuring the safety and security of the TTC system and performing as brand ambassadors.

This position also develops and manages relationships with other enforcement agencies to ensure best practices are shared and understood, to ensure timely sharing of sensitive security and/or intelligence related information and must attend major security or emergency incident sites to assume security command including the department\'s command post to ensure the department effectively fulfills its emergency and security responsibilities. The incumbent will also assist with developing and implementing revenue protection strategies and procedures.

What You Will Do

  • Create and maintain an early warning system regarding customer complaints, and initiates corrective measures up to and including discipline as appropriate with the findings.
  • Develop, update and implement various training programs/standards, policies, procedures, manuals, business plans and performance measures related to the areas of responsibility.
  • Manage training programs for Special Constable Service department, as well as coordinating and delivering training for the Revenue Protection department
  • Manage staff within Special Constable Service, System Security, Protective Services sections and court administration.
  • Ensures provision of effective transit enforcement, safety and security services to protect TTC assets, employees, facilities, vehicles and customers; has direct accountability for the safety and security of employees and customers.
  • Establish effective and efficient operations by strategically planning, directing and coordinating departmental initiatives and work performance
  • Provide effective communication regarding TTC security initiatives, programs, strategies and requirements.
  • Develop support activities to ensure efficient and effective operations.
  • Plan, direct, coordinate and oversee the work of staff to ensure the efficient delivery of section services.
  • Attending various courts, hearings and tribunals to give evidence
  • Developing an effective organizational structure
  • Ensuring the development of detailed strategic annual goals, objects and performance measures for the department that is consistent with the overall TTC direction
  • Identifying, justifying and addressing the department\'s vehicle, equipment, and uniform requirements
  • Ensuring effective quality assurance and internal audit process for the department
  • Directing and overseeing the development of the department\'s annual capital and operating budgets
  • Monitoring and adjusting business activities within budget allocations and in the best interest of the TTC
  • Preparing various memoranda, presentations, letters, reports, etc. as required
  • Liaising with other management/supervisory personnel throughout the TTC to ensure the proper coordination of joint projects/activities
  • Liaising external agencies, providing guidance, information and expertise in the field of transit enforcement and security functions, preparing and delivering presentations to internal and external stakeholders, and coordinating or participating in joint projects, activities or exercises
  • Performs related duties as assigned.

  • Candidate will be required to participate in the TTC Customer Service Ambassador Program.
What Qualifications Do You Bring?
  • A post-secondary school education in a related discipline, or the equivalent, combined with progressively responsible work experience is required.
  • Previous senior management experience in a policy or security environment an asset
  • Comprehensive knowledge of law enforcement and security management practices including security investigation principles, methods and techniques
  • Comprehensive knowledge of the Criminal Code and other applicable government legislation related to the work
  • Well-developed understanding of a risk based approach to safety and security on a large transit system and how to implement appropriate controls to manage that risk
  • Ability to act as a key advisor to the TTC executive on security, intelligence, safety and enforcement matters
  • Sound judgement highly developed organizational, administrative and interpersonal skills
  • Demonstrated analytical and problem solving skills, verbal communication and report writing skills
  • Ability to exercise tact and diplomacy when dealing with issues of a sensitive nature
  • Highly developed leadership and motivational skills to plan, direct, and supervise staff and union employees
  • Comprehensive knowledge of computers and computerized applications and systems related to the work
  • Possession of a valid, non-probationary, Province of Ontario class \xe2\x80\x9cG\xe2\x80\x9d driver\'s license and the ability to use your personal vehicle with appropriate insurance coverage or operate a TTC vehicle for work assignments
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
