This job liaises with Municipal, Provincial and Federal representatives as well as specific private sector groups in areas of security preparedness and planning, and to update the Head, Special Constable Service and senior TTC Executives of potential threats. The incumbent is responsible for assessing, planning, designing, developing, coordinating, delivering, evaluating and revising corporate or departmental standards (e.g. policies, procedures, rules, etc.) and training programs to meet the needs of TTC employees and emergency response agencies. The incumbent is also responsible for coordinating, investigating, implementing and revising a variety of Special Constable Services\' security programs; coordinating and conducting special projects and performing security research tasks. The incumbent is also required to carry out the duties of a Special Constable as required.What You Will Do

  • Performs an emergency management coordinating role by providing support and advice, and acting as a resource in the Executive or Operations Command Centers, or at the emergency site, as required.
  • Acts as a resource for emergencies involving hazardous materials and weapons of mass destruction.
  • May assist in supervising unionized workforce which includes implementing corrective measures, discipline and dismissal in accordance with the respective collective agreement and TTC\'s policies.
  • Works with transportation departments to provide guidance, support and consultation in implementing Operator safety and fare evasion initiatives.
  • Liaises with other transit law enforcement agencies on matters of law enforcement, Intelligence and common interest - GO Transit, York Region, Ottawa Transit, Transit Law Enforcement working group.
  • Act as Special Constable Service /TTC Toronto Police Service representative at the Major Incident Command Centre (MICC) during all major events affecting the city.
  • Act as designated Incident Commander to work with Law Enforcement, Fire, EMS and other municipal and provincial agencies during large scale incidents/emergencies.
  • Designs and delivers high level presentations to management and staff when required to share and review programs status and project initiatives.
  • Support the diversity of high calibre relevant programs and services in line with the strategic plan and the anti-racism anti-oppression resisting anti-black racism framework of the organization at various sites in the city.
  • May be required to perform the duties of the Manager, Special Constable Service; Manager, Training and Logistical Support or Corporate Security Manager on occasion. Liaises with Investigative Services, Revenue Protection and System Security staff, as necessary.
  • Plans, implements and oversees the activities of employees as necessary including Sergeants, Special Constables, Protective Services Guards, and Administration Staff as necessary.
  • Enforces TTC By-Law #1, Trespass to Property Act, Criminal Code, Liquor Licence Act, Mental Health Act, Controlled Drugs and Substances Act and other various Provincial and Federal statutes in the capacity of a Special Constable
  • Substitutes for the Head, Special Constable Service.
  • Performs related duties as assigned by the Head, Special Constable Service.

  • Post secondary education in a relevant discipline, or the equivalent, combined with extensive directly related work experience with police, military or other security planning fields.
  • Extensive knowledge of security management principles, practices and functions, TTC By-laws and exercise design.
  • Detailed knowledge of investigative methods relating to emergency events; ability to develop and conduct employee and external training sessions.
  • Experience in liaising with external law enforcement agencies (TPS, OPP, RCMP, O-INSET) and working with Federal Agencies (Public Safety Canada, Transport Canada, CSIS).
  • Experience in managing complex projects, programs or portfolios in partnership with various stakeholders and employees.
  • Must have comprehensive knowledge of law enforcement and security management practices including security investigation principles, methods and techniques.
  • Must be knowledgeable of court procedures and have a comprehensive knowledge of applicable government legislation.
  • Must possess highly developed judgement, organizational, administrative and interpersonal skills including tact and diplomacy when dealing with issues of a sensitive nature.
  • Effective verbal communication and report writing skills and a demonstrated ability to supervise, train, evaluate and motivate staff.
  • Must be able to receive a Secret Level II clearance form Transport Canada and other Security Clearances as needed.
  • Sound judgement as well as good interpersonal, organizational, administrative, oral and written communication skills.
  • Proficiency in the use of a personal computer and software applications, including presentations, databases, spreadsheets and word processing.
  • Must have a valid Class G Province of Ontario Driver\'s Licence, and the use of a personal vehicle to conduct presentations, training sessions, investigations, etc.
  • Must be able to satisfy all requirements necessary to achieve and maintain Special Constable status. Must pass the TTC Special Constable Services recruitment and training standards established in accordance with the Agreement between the Toronto Police Service Board and the TTC, as amended from time to time, which includes passing qualification requirements, various selection criteria and a comprehensive selection process.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
