Job Purpose

The AML Program Administrator is responsible for performing administrative functions and support to the AML program. The Manitoba Liquor and Lotteries' (MBLL) Anti Money Laundering (AML) compliance program includes strict reporting obligations to the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC). The incumbent processes confidential client transaction reports from MBLL land-based casinos and First Nation Casinos (FNCs) in Manitoba in support of the strict reporting obligations.
Job Responsibilities
------------------------
• Collect, open and distribute incoming and electronic mail for AML Compliance and prioritize which reports must be escalated to the attention of the Manager, AML Compliance.
• Process client transaction reports which include: Large Cash Transaction Reports (LCTRs), Casino Disbursement Reports (CDRs), Foreign Currency Transaction Ticket Reports (F/X) Reports and Receipt of Funds Records (ROFRs).
• Process complex transaction reports involving third parties.
• Enter transaction reports into electronic format using the iTrak system (the Security & Surveillance Incident Reporting System). These reports are reviewed and closed out by Manager, AML Compliance.
• Update and maintain client information for individual casino clients.
• Create new subject profiles for individual casino clients.
• Categorize client transactions with the iTrak system.
• Identify client identification issues and report information to the Manager, AML Compliance.
• Identify and report potential concerns related to iTrak usage and the structure of transaction reports.
• Prepare "Know Your Client" (KYC) files for individual casino clients (non-High-Risk clients).
• Create KYC files using the approved template.
• Conduct research on specific casino clients using open media sources.
• Capture the KYC results in an iTrak incident report.
• Search for open source information on a client's occupation, source of wealth/funds, etc. This may include news items about the client.
• Promptly report any criminal information (when detected) pertaining to casino clients to the Manager, AML Compliance.
• Other related duties as assigned
Primary Qualifications
--------------------------
• Completion of a Grade XII High School diploma or G.E.D. equivalent.
• Completion of a certificate in a business/office related discipline.
• A minimum of two years' experience in an administrative support role - recording, compiling and reviewing statistical data and entering data containing a variety of detailed and highly confidential information.
• Completion of MBLL's AML Compliance Training (Supervisor Level); however, can be acquired on the job within two weeks.
• Advanced skills in Microsoft Office (Word, Excel,PowerPoint, and Outlook). Familiarity with Microsoft Office Teams is an asset.
• Ability to apply time management skills, being able to organize heavy workloads including large report volumes.
• Excellent written and verbal communication skills.
• Must maintain the strictest confidence in dealing with highly confidential and sensitive casino client and business information.
• Detailed knowledge of AML procedures is an asset.
• Working knowledge of the iTrak (Omnigo) system is an asset.
• Previous work in the casino environment is an asset.

• Satisfactory work performance in the preceding twelve (12) months is a requirement. Attendance rate will be a factor in the pre-screening process.
