Job Purpose
---------------


Reporting to the Manager, AML Compliance, the AML Compliance Officer is responsible for processing and analyzing a variety of required Anti-Money Laundering (AML) reports. The incumbent will ensure that AML regulations and internal procedures are adhered to and will conduct compliance reviews/inspections. The applicable reports must be accurately processed and sent to Financial Transactions Reports and Analysis Centre of Canada (FINTRAC) in a timely manner.


Job Responsibilities
------------------------


• Review and process reports that are generated by MBLL casinos, First Nations casinos, and eGaming related to AML compliance.
• Author and send the applicable reports in electronic format to FINTRAC in the required timeframe.
• Assist the Manager, AML Compliance with the ongoing client based risk assessment of casino patrons. This includes the analysis of patron transactions and the preparation of STRs.
• Investigate Suspicious Transaction Reports and compile evidence.
• Prepare records for FINTRAC compliance examinations and internal/external audits.
• Assist the Manager, AML Compliance with player intelligence gathering and sharing of authorized information with law enforcement. Provide responses to inquiries from law enforcement.
• Carry out regulatory compliance reviews/inspections with First Nation Casinos and VLT site holders to ensure that staff are complying with FINTRAC regulations.
• Identify report deficiencies and recommend AML procedure notifications.
• Assist investigators in information gathering or related matters as requested.
• Review and analyze internal reports such as iTrak (security incident reports), Advantage event reports, cheque records, etc.
• Keep up to date with pertinent legislation, proposed legislation and manuals, books, periodicals, legislative papers, etc., related to gaming security and integrity requirements.
• Work closely with Corporate Investigations, the Surveillance Department, Operations management, and the casino departments on all AML compliance issues/FINTRAC matters.
• Work with BCLC eGaming Investigators and the MBLL iGaming management regarding sending eGaming Casino Disbursement Reports (CDRs) and STRs to FINTRAC.
• Assist the Manager, AML Compliance in maintaining close communications with external entities such as the Winnipeg Police Service, RCMP, the Manitoba Criminal Intelligence Centre (MCIC),Liquor and Gaming Authority of Manitoba (LGA) and law enforcement-related agencies, as well as investigators from other jurisdictions across North America.
• Other related duties as assigned.

Primary Qualifications
--------------------------


• Diploma or degree in security or criminology, or an equivalent combination of education, certification, and experience.
• A minimum of two years' experience in Corporate Security operations, casino operations or commercial banking .
• Working knowledge of the iTrak (Omnigo) system is an asset.
• Ability to operate within strict policies and procedures and maintain the highest levels of confidentiality.
• Basic skills in Microsoft Office (Word, Excel, Teams and Outlook).
• Strong analytical and problem solving skills, and excellent verbal and written communications skills.
• Knowledge of Canada's Proceeds of Crime Money Laundering and Terrorist Finance Act as it pertains to casinos.
• Obtain membership with e Canadian Anti-Money Laundering Institute (CAMLI) and the possibility of obtaining an AML professional designation.
• Successfully complete the AML Compliance training offered by the Manager, AML Compliance.
• Additional training in management, finance, or compliance would be an asset.

These competencies are deemed important for the success of the position and organization.
• Satisfactory work performance in the preceding twelve (12) months is a requirement. Attendance rate will be a factor in the pre-screening process.

• Bilingual French/English language skills is an asset.

Vacation
