The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander, Field Operations is seeking a qualified individual to join our Community Safety Services team. In this exciting, rewarding and challenging opportunity, you will provide financial, analytical and related administrative services in the areas of controllership, fiscal and risk management, forecasting, financial planning, grant governance, monitoring and reporting to ensure an effective modern controllership while adhering to applicable OPP, Ministry and Government directives, policies and procedures.

About Us:

The Ontario Provincial Police (OPP) is one of North America\'s largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario. We are the largest police service in Ontario and the second largest in Canada.

The Community Safety Services\' mandate is to:

Provide community safety expertise in support of frontline policing

  • Identify best practices through evidence-based research
  • Promote public messaging with a focus on social media and web-based messaging
  • Forecast and develop responses to emerging crime trends through crime and risk-based analysis
The CSS team including, analysts and systems supports ensure the services provided include:

  • Community safety-focused consultation and support for regions, bureaus and detachments
  • Leadership in identifying and promoting best practices on evidence based research
  • Development of public resource materials in support of initiatives and
  • Support interpreting the analysis of crime and community-risk trends.
The members of CSS, including the over 1,000 Auxiliary members across the Province, provide service within the OPP that is grounded in the philosophy of Community Mobilization. The resources and expertise available through the members of CSS directly support the OPP Strategic Plan and greatly enhance community safety across the Province. What can I expect to do in this role?

You will provide financial, analytical and related administrative services to the OPP Field Operations, Community Safety Services in the areas of controllership, fiscal and risk management, forecasting, financial planning, grant governance, monitoring and reporting to ensure an effective modern controllership while adhering to applicable OPP, Ministry and Government directives, policies and procedures.

How do I qualify?

Mandatory

  • Ability to pass an OPP background/ security investigation.


Knowledge, Skills and Abilities:

  • Knowledge of financial and management accounting and auditing principles and practices as defined by Generally Accepted Accounting principles, policies, procedures and financial and procurement policies and directives.
  • Knowledge of financial and business best practices to provide substantive input and advice to bureau managers.
  • Knowledge of current analytical and financial planning and reporting standards and practices, evaluation review techniques, computer tools, quality assurance and modern controllership to provide expert business advice and consultation on financial and controllership issues.
  • Knowledge of various computer software applications (i.e., Outlook, Word, and Excel) to prepare, update and maintain financial data/information, produce financial spreadsheets and graphs, prepare correspondence, reports, etc.
  • Presentation and oral communication skills to present analyses, estimates and forecasts and to make recommendations regarding options and strategies to bureau management.
  • Interpersonal skills to work with staff at all levels and with internal and external partners.
  • Written communication skills to prepare correspondence, reports, and other materials.
  • Ability to strategically develop and apply valid problem-solving techniques and interpret and apply policies, procedures, and guidelines appropriately.
  • Planning, co-ordination, and organizational skills are required to manage/coordinate annual estimates, forecasts, procurement and transfer of assets and budgets for the bureau.
