GENERAL DESCRIPTION:

The Financial Analyst, while working under general supervision and supporting their assigned department(s), provides accounting services by completing financial planning and business analysis assignments. This includes providing excellent client service to the assigned department\xe2\x80\x99s leadership, supporting leadership in the preparation of accurate and timely operating budgets and forecasts, and completing in-depth analysis and reporting.
RESPONSIBILITIES:

  • Compile, research, organize, and analyze financial information for assigned client departments.
  • Develop departmental analysis on operating revenue and expenditures for monthly, quarterly, and annual reporting.
  • Perform monthly general ledger account review for all accounts of the assigned department and prepare journal entries and reconciliations, year-end procedures, and prepare working papers.
  • Perform monthly and quarterly projections and variance analysis. This includes providing insightful, meaningful, and analytical variance explanations and reporting that can assist financial and non-financial stakeholders with decision making.
  • Prepare submissions and coordinate the development and implementation of the annual operating budget, and the multiyear financial plan.
  • Assist with the preparation of business cases for budget requests on behalf of the department.
  • Prepare client specific financial reporting for the assigned department as requested.
  • Complete financial reports for various external organizations as required.
  • Assist with audit information requests as required.
  • Performs other duties as assigned.

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Solid working knowledge of budget process, procedures, and analysis; expenditure and revenue structure and analysis; forecasting; financial condition analysis and financial trend monitoring; cost accounting and cost analysis (cost finding, indirect cost allocation, and activity-based costing).
  • Broad knowledge of standards, and best practices pertaining to public finances and operations.
  • Familiarity with innovations in budgeting such as long-term financial planning, multi-year budgeting, budgeting for structural balance, strategic planning, and alternative budget formats (program, performance, and zero-based budgets).
  • Knowledge of the legal and regulatory impacts and constraints regarding revenues, expenditures, and the budget process.
  • Proficiency with Microsoft programs (Excel, Word, Outlook) and SAP finance modules.
  • Ability to analyze information from a variety of sources to summarize and provide recommendations.
  • Ability to establish and maintain cooperative, collaborative, and productive work relationships.
  • Demonstrated customer service skills and the ability to work in a team environment.
  • Proven ability to communicate effectively, both verbally and in writing.
  • Ability to read and interpret various types of agreements, plans, contracts, bylaws, and legislation to understand any applicable financial requirements for the client department.

EDUCATION AND EXPERIENCE:

  • Diploma specializing in accounting or related field, combined with four (4) years of financial analysis experience in a computerized accounting and budgeting environment including variance reporting, with the extensive use of spreadsheet and database programs.
OR
  • Degree specializing in accounting or related field, combined with two (2) years of financial analysis experience in a computerized accounting and budgeting environment including variance reporting, with the extensive use of spreadsheet and database programs.

  • Previous government experience is an asset.
  • Professional Accounting Designation (CPA Canada) membership is an asset.

OTHER REQUIREMENTS:

  • Submission of a Criminal Record Check.
