Job Description


The Finance Clerk supports the finance team and the public by providing financial, administrative and clerical services in order to ensure effective, efficient and accurate financial and administrative operations. A key part of the role is the ensuring daily tasks are achieved accurately and efficiently, and that weekly/monthly deadlines for both accounts payable and receivable are met to achieve finance team goals. Core Responsibilities:

  • Process accounts payable/receivables and completes cash receipting function including tax payments and daily telebanking;
  • Balance daily cash, post to the General Ledger and prepares bank deposits;
  • Process journal entries as needed;
  • Process and distribute monthly financial reporting per department;
  • Generate General Ledger reports for department heads as required;
  • Ensure that Township finances are accurate and up-to-date and that vendors and suppliers are paid within established time limits;
  • Assist in the on-going maintenance of internal financial records, reports, documents and correspondence and in the preparation and maintenance of schedules for all Township accounts and programs;
  • Periodically review the Purchasing and Procurement Policy and recommend revisions;
  • Lead, educate and update staff and the Senior Management Team (SMT) on the Township\xe2\x80\x99s Purchasing and Procurement Policy and support the tendering and procurement processes for all departments, including tracking of associated holdbacks and capital continuity schedules;
  • Developer securities tracking, releasing, renewing for development/construction deposits and other forms of securities including letters of credit;
  • Assist with tax billings/mailings, posting of tax payments, issuance of receipts and preparation of Tax Certificates;
  • Assist with payroll processing
  • Cross-train and provide ongoing support and back-up to Payroll Administrator performing payroll duties when required;
  • Cross-train and provide ongoing support and back-up to the Administrative Support position that works with the Recreation and Building department, which entails completing recreation bookings, providing front-line customer service, assisting the public in completing documents, assemble documents and packages for distribution, utilizing mapping software and other related clerical duties;
  • Responds to public inquires and provides general office administrative support as needed;
  • Act in accordance with relevant legislation and Township Policies, Standards and Procedures;
  • Assist finance team with projects as needed and performs all other related duties as assigned.
  • 1 year of experience processing Accounts Payable.
  • Successful completion of an Accounting/Finance post-secondary program.
  • Solid knowledge of Generally Accepted Accounting Principles (GAAP).
  • Proficiency with financial software, Microsoft Office tools (Excel, Word, PowerPoint, and Outlook) and payroll systems.
  • Demonstrate integrity, diplomacy and understanding of confidentiality and privacy issues.
  • Excellent interpersonal, team building, bookkeeping, analytical, research and problem solving skills.
  • Customer service oriented approach to dealing with internal and external customers.
  • Attention to detail with a high degree of accuracy while managing competing priorities and tight deadlines.
  • Highly motivated and possess excellent organizational and time management skills, as well as the ability to communicate effectively and courteously.
Preferred:
  • Municipal finance experience
  • Dynamics Great Plains software
  • Payroll experience
