Evaluation and Impact Specialist, SCPORThe Saskatchewan Centre for Patient-Oriented Research (SCPOR) vision is working together for a healthier Saskatchewan through patient-oriented research (POR). POR brings patients and those around them (family, friends, and community) together as partners in research, along with health professionals, administrators and researchers; Patient Partners bring their expertise gained from life experience to this research. SCPOR is comprised of partners that include patients, academic institutions, government agencies and health organizations. SCPOR's partners include Saskatchewan Health Authority, eHealth Saskatchewan, Saskatchewan Health Quality Council, Saskatchewan Health Research Foundation, University of Saskatchewan, University of Regina, Saskatchewan Polytechnic, Saskatchewan Cancer Agency and First Nations University of Canada, in collaboration with the Federation of Sovereign Indigenous Nations, Mxc3xa9tis Nation Saskatchewan, Saskatchewan Ministry of Health and Saskatchewan Ministry of Advanced Education. Building and maintaining strong working relationships with all current and potential future provincial partners is essential to fulfilling SCPOR's mandate.Together, SCPOR's partners focus on the advancement of Learning Health Systems (LHS), which incorporate learnings from health-related information to achieve system improvement and support SCPOR's desired outcomes of improved patient and provider care experiences, population health and lower health system costs. SCPOR's commitment to including patient voices and experiences along with health system leaders and experts in POR will allow SCPOR to reach its goals of improving the health of people in Saskatchewan and increasing the value of health services.Primary Purpose: The Evaluation and Impact Specialist is responsible for leading the planning, design and implementation of evaluation, assessment and performance monitoring for SCPOR.Nature of Work: Reporting to SCPOR's Director of Innovation and Impact, the Evaluation and Impact Specialist will work with SCPOR staff and partner staff to support the work of each organization while upholding SCPOR's vision, mission and core values.The Evaluation and Impact Specialist will have a strong background in program evaluation and work with SCPOR leadership to ensure the evaluation and impact needs of the unit are met. They will participate on committees and working groups and attend planning meetings, as appropriate.This position is based in Saskatoon. Some travel within the province may be required to work with SCPOR Partners and Project Teams.Typical Duties or Accountabilities: This role has responsibility for the development and implementation of SCPOR's performance measurement, evaluation, and impact assessment in support of its strategic plan and includes the following:

• Develop and operationalize the SCPOR measurement and evaluation strategy, working with the SCPOR Component Areas and the SCPOR leadership team.
• Lead performance measurement and evaluation at SCPOR for ongoing reporting to SCPOR's governance committee, the SCPOR leadership team, SCPOR's partners and the Canadian Institutes of Health Research (CIHR).
• Develop and operationalize the mid-term evaluation for SCPOR, including updating and maintaining SCPOR's program logic model.
• Provide SCPOR leadership with performance measures and indicators to support informed decision-making for strategic planning, reporting and monitoring progress.
• Develop and prepare ongoing reporting to track SCPOR-supported project outcomes and impact.
• Work with SCPOR supported project teams and the SCPOR Communications Specialist to develop impact stories from SCPOR supported projects.
• Prepare and deliver presentations for SCPOR's governing councils and committees.
• Interpret evaluation results and prepare evaluation findings.
• Assume an active role in any SCPOR activities that require evaluation expertise.
• Liaise with other provincial and national Strategy for Patient-Oriented Research (SPOR) organizations on measurement, evaluation and learning.
• Collaborate with internal and external stakeholders to develop and support evaluation and impact activities.
• Work with other team members to produce evaluation results in various formats for internal and external audiences.
• Works with the Executive Director and SCPOR Leadership Team to ensure that performance measurement, evaluation and learning initiatives are linked appropriately with other initiatives.
• Develop and maintain effective and collaborative relationships with SCPOR partners, leadership and staff.
• Manage project timelines, repositories, tracking tools and measures relevant to SCPOR.
• Other duties as assigned based on SCPOR priorities.

Education: A related degree in program evaluation or research-related science or social science discipline; a graduate degree in one of these areas is required.Experience: A minimum two years' experience with the specific responsibility of program evaluation, performance measurement and impact assessment is required.

• A member of the Canadian Evaluation Society is considered an asset.
• A strong understanding of academia, health research and the Saskatchewan health system is considered an asset.
• Experience working and collaborating in diverse and inclusive settings, including rural and First Nations and/or Mxc3xa9tis organizations or communities is considered an asset.

Skills:

• Experience with research evaluation, performance measurement and assessment methodologies and tools (e.g., program theory, logic models, formative evaluations, summative evaluation, impact assessment).
• Ability to design, develop and apply a variety of research and evaluation methodologies (both quantitative and qualitative).
• Ability to synthesize complex data for the purposes of producing accurate, relevant and timely analyses and/or writing briefing notes, reports and other materials.
• Theoretical and practical approaches to program evaluation and performance measurement.
• Strong computer literacy including demonstrated advanced level skill in a Windows environment, full competency in Microsoft Office programs (Outlook, Word, Excel, PowerPoint), Zoom and Microsoft Teams.
• Comfort with ambiguity and an interdisciplinary approach to solving complex problems.
• Ability to work with complexity and adapt to change.
• Excellent verbal and written communication skills.
• Strong attention to detail and critical thinking skills.
• Ability to organize and prioritize work on multiple projects simultaneously.
• Ability to work independently and as an engaged team member.

Salary: The salary range, based on 1.0 FTE, is $67,681.00 - 105,753.00 per annum. The starting salary will be commensurate with education and experience.
