De Beers Group has an opportunity for a motivated and enthusiastic individual to join the Environmental department at the Victor Mine based in the James Bay Lowlands of Northern Ontario. Victor Mine is in active closure with operations having ceased in 2019. Reporting to the Environment and Permitting Manager, the incumbent is responsible for providing specialist advice to closure and care and maintenance operations in implementing and maintaining the requirements of environmental approvals, regulations, management plans as well as managing the site team executing required environmental and rehabilitation monitoring programs. This is achieved by collaborating with environmental operations and staff across all disciplines to support regulatory compliance activities and engaging with regulators and Indigenous communities. The incumbent will lead the regulatory and environmental engagement processes. The ideal candidate is one who is committed to safe working practices and strives for zero harm.

Key responsibilities:

  • Provide specialist advice that is aligned to wider environmental and business strategies, and supports the closure and care and maintenance operations to deliver on their priorities;
  • Working with active mine site staff to achieve the common purpose of the closure plan;
  • Support regulatory compliance, including licensing and permitting, by contributing to the development and implementation of controls related to environmental risks;
  • Ensure that the site complies with approval conditions, regulatory requirements and company policies and standards;
  • Lead external stakeholder engagements with regulators and Indigenous communities as they relate to environmental performance, compliance or consultation for new or amended permit applications;
  • Write and/or review reports and other submissions to regulatory agencies;
  • Review peer submissions on other facets of environmental permitting or regulatory submissions;
  • Manage consultant work scope, budget and financial reporting for the payment of fees;
  • Lead and manage site environmental staff involved in on-site compliance monitoring programs as well as prepare and update site based budgets;
  • Communicate regulatory information and collaborate with cross-functional teams on the preparation of information required to ensure compliance with regulatory guidance;
  • Leading and motivating a strong, multi-disciplinary team of professionals, and building a committed team that contributes to the ongoing closure of the Victor Mine;
  • Provide subject matter expertise regarding laws, regulations, guidelines and industry standards;
  • Participate in community engagement discussions and present to regulators; and
  • Translate technical information for regulatory packages and synthesize the data for a non-technical audience.
This is a 24-month long-term contract with benefits, working from home (Timmins, Ontario preferred), with approximately one (1) week of travel to site per month.

Qualifications
  • University Degree in Environmental, Engineering, Sciences or equivalent;
  • Minimum five (5) years\' industry experience in environmental monitoring or management;
  • Previous experience working in industrial operations or regulatory agencies;
  • Strong presentation and public speaking skills with previous experience facilitating public discussions;
  • Robust working knowledge and experience of regulatory approvals processes in Ontario;
  • Strong verbal, written and interpersonal skills to effectively manage and communicate with employees of various cultural backgrounds at all levels of the organization;
  • Excellent planning, time management, problem-solving and analytical skills; and
  • Proven commitment to Safety, Health and Environmental standards.
