Key Responsibilities Include:

Parkland County has an opportunity for a permanent, full-time Engineering Officer position in the Engineering Services department. Reporting to the Manager, Land Development Engineering, the Engineering Officer is involved in reviewing and analyzing statutory and non-statutory plans, evaluating designs and documents for engineering compliance, forecasting/accounting for engineering design and servicing studies, and guiding/facilitating the implementation of development agreements. This position requires strong working knowledge and experience with standard and non-standard engineering designs reviews, best practices, engineering and construction knowledge in infrastructure management, transportation, stormwater management and land development. In addition, this position interacts with developers and engineering consultants on a continuous basis, assists with departmental area projects, supports other departmental functions when required and operates as an extension of development planning services for relevant engineering application in Parkland County. This position supports development, regional commission activities, utilities, and land activities and is primarily responsible for leading and managing capital projects that predominantly align with development activities. The Engineering Officer must be capable of working within tight deadlines with consistent heavy workloads on an ongoing basis, with strong problem solving and analytical skills.

Requirements:

The ideal candidate for this position will have the following:

  • A Bachelors Degree in Civil Engineering or a related discipline is required. Project Management certification would be considered an asset.
  • Eligibility for registration with the Association of Professional Engineers Geoscientists of Alberta (APEGA) as a Professional Engineer (P.Eng.) is required. Applicants with an Engineering In Training (EIT) working towards a P.Eng. will be considered at a *developmental level (see total rewards section for more information).
  • A minimum of five (5) years of related experience with Engineering and construction knowledge in infrastructure management, transportation, stormwater management and land development processes.
  • Must be able to demonstrate exceptional working knowledge of the Municipal Government Act, the Subdivision and Development Regulation and other relevant legislation. Must possess knowledge of development agreements, off-site levies and developer contributed assets.
  • Excellent writing, presentation, negotiation, organization and time-management skills is required. Must possess strong interpersonal skills in dealing effectively with a variety of stakeholders on sensitive matters, accompanied by exceptional research and analysis skills to formulate recommendations related to land development engineering policies.
  • Must possess the demonstrated ability to review and provide professional engineering judgment on complex applications (including area structure plans and area redevelopment plans, land use applications, outline plan applications, development permits and subdivision applications, and detailed design construction drawings reviews). Strong computer skills (Microsoft Word, Excel, PowerPoint and Outlook) is required.
  • Valid Class 5 Driver\'s License. Upon hire, a satisfactory current Driver\'s Abstract must be provided.
The total rewards package for this position includes:

A starting annual salary of $73,318 to $110,884 (commensurate with education and experience; *developing candidates may be considered at a lower salary) based on a 35-hour work week and option to join the Earned Day Off Program
