We are seeking an Engagement Officer to join our IRP Policy & Coordination Department. Under the direction of the Integrated
Resource Plan Development Section Head, enable the planning, development and implementation of public and Indigenous
engagement programs associated with the Integrated Resource Plan; coordinate support from within the enterprise engagement
community; develop plain language documents related to the Integrated Resource Plan, integrated planning and related analysis,
and processes.
Responsibilities:
Provide expertise to assist with the development of the overall IRP Engagement strategy; coordinate and leverage internal
engagement and communication expertise as needed. Lead and coordinate internal cross functional, multi department teams to prepare, review and update public and Indigenous
engagement and communication plans, as well as communication materials and technical reports for regulators. Provide advice and assist in the planning and execution of activities related to engagement such as surveys, events and
workshops while ensuring IRP engagement activities are consistent with broader enterprise engagement initiatives. Provide contract management of professional engagement services to support the detailed development of external
engagement for the IRP, including managing timelines and quality of deliverables; assist the development of procurement
documents, including contract scope. Work collaboratively with internal cross functional technical Subject Matter Experts to define engagement objectives to meet
the needs of the IRP and integrate results of external engagement into IRP analysis and decisions. Act as a subject matter expert on engagement methods and provide advice on engagement best practices to the department.
Prepare submissions to regulatory agencies, including integrated planning reports and related documentation.
Prepare responses and submissions to requests for information.
Develop materials to present integrated planning information to stakeholders, Indigenous communities, the Manitoba
Government, and the public.
Draft responses to inquiries from interested parties.
Participate in internal and external multi-discipline project teams to understand and incorporate best practices into IRP
Engagement.
Assist in maintaining scope, schedule and budget control on assigned activities.
Maintain engagement and communication information in digital databases.
Qualifications:
Completion of a four-year degree program from an institute of recognized standing in an applicable discipline plus five years of
directly related experience.

Completion of a two-year Diploma from a recognized college or university in an applicable discipline with seven years of
directly related experience. Completed courses and/or certification from the International Association of Public Participation (IAP2) would be an asset.
Experience with implementing public and/or Indigenous engagement programs as part of Manitoba Hydro projects and
operations.
Knowledge of integrated resource planning processes, including the role of energy policy, enterprise objectives and mandates
as well as industry best practices for engagement.
Experience and familiarity with Manitoba Hydro's energy supply and delivery system as well as the broader energy landscape.
Ability to solve problems and make decisions as part of a project team working with scope, budgetary and schedule
constraints.
Strong initiative and capable of working with a minimum of supervision.
Experience in working with Indigenous communities and agencies would be an asset.
Ability to work with consultants and specialists in public engagement activities and technical report writing.
Must have completed Standards of Conduct training or be willing to complete within two weeks of start date.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $43.35-$59.82 Hourly,
$83,070.78-$114,625.68 Annually.
