Nova Scotia Emergency Management Office works in collaboration with other federal, provincial departments, critical infrastructure partners and Nova Scotian Municipalities to strengthen local and provincial emergency preparedness through planning, training, and exercising.

About Our Opportunity

Since 2000, the Nova Scotia Emergency Management Office (NSEMO) in the Department of Municipal Affairs and Housing (DMAH) has delivered 15 disaster financial assistance recovery programs. Due to climate change, the increasing severity of storms and the need to deliver more and larger disaster recovery programs. The Emergency Management Specialists are responsible for supporting the Incident Management Division.

Primary Accountabilities

Reporting to a Senior Manager within the Incident Management Division, the Emergency Management Specialists are responsible for supporting all NSEMO Emergency Management Programs. This includes the development, updating and execution of policies, programs, and procedures for the prevention, mitigation, preparedness, response, and recovery phases of all emergencies affecting, or having the potential to affect the Province. The incumbent will also be responsible to work in the Provincial Coordination Centre (PCC) during emergencies, work overtime, and be on standby on a rotational basis.

Some of the main accountabilities for this position are:

  • Develop and maintain emergency management plans and associated documentation to support the Province's preparedness and response to emergency events
  • Collaborate with other departments, divisions and sections in the research, review and development of protocols and procedures
  • Evaluate levels of emergency preparedness, identify gaps, and develop recommendations for improvement
  • Develop and deliver public information sessions on emergency preparedness
  • Develop, conduct, and participate in emergency exercises
  • Provide expert advice to various stakeholders as a subject matter expert on Emergency Management
  • Develop and deliver emergency management training
  • Provide professional, specialized skills including planning, project management, problem analysis and resolution
  • Facilitate timely identification, escalation, resolution, and follow-up for all outstanding issues
Qualifications and Experience
  • Bachelor's degree with 5 years of experience in Emergency Management preferably in the last 5 years or or an acceptable equivalent combination of education and work experience.
  • Experience in developing and/or delivering training to adults.
  • Must possess a valid Canadian Driver's License.
The following are considered assets:
  • Professional experience in adult education, training, and facilitation.
  • Instructor Level certification.
  • Certified Emergency Manager (CEM) designation.
  • Master's Degree in Emergency Management, Public Administration, or a related discipline.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:
  • A related diploma and seven (7) years of related experience in Emergency Management.

Working Conditions

This role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to remote worksite locations, load vehicles, carry and setup equipment in a variety of locations, and travel during inclement weather conditions.

Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience. Must be available to participate in the on-call Duty Officer stand-by rotation and available to support the response and recovery of emergency events as required.

Pay Grade: PR 13

Salary Range: $2,469.30 - $3,001.65 Bi-Weekly
