About Our Opportunity

Under the direction of the Manager of Operations Support, Customer/Client Support, as the Operational Analyst (Program Admin Officer 3), you are responsible for reviewing, recommending and developing change to legislation, regulation, policy and process in line with Departmental goals.

As the Operations Analyst, you are responsible for implementing business plan initiatives and process review, through independent work or by leading cross function project teams and provides subject matter expertise to the Division, Department and Government on various programs/services delivered within the Registry of Motor Vehicles program.

Primary Accountabilities

  • Develops, advises and recommends an appropriate course of action or application of legislation, regulation policy or procedure to various levels of the department.
  • Conducts research, prepares documentation and communicates with various disciplines (i.e. legal, financial, and operational) to define the current situation and identify options in order to effect proposed change.
  • Makes recommendations as to which program initiatives will be implemented.
  • Conducts technical, financial, operational, legislative, inter-jurisdictional and market assessments of various options.
  • Makes recommendations and co-ordinates the implementation of recommendations impacting programs.
  • Develops and implements an evaluation tool to assess the effectiveness of change once implemented.
  • Utilizes structured and systematic project management methodology in carrying out duties outline above.
  • Receives and evaluates decisions, outcomes and actions of program delivery to determine consistency, fairness and compliance with established legislation and policy.
  • Maintains necessary processes to evaluate the effectiveness of program delivery.
  • Conducts training needs assessments to identify gaps in skills and training opportunities to ensure a high standard of program delivery.
  • Reviews complaints and recommends and/or conducts appropriate follow-up.
  • Represents the Department on various committees and task groups.
  • Prepares briefing materials and responds to ministerial inquiries and complaints.
Qualifications and Experience

As the successful candidate, you will have a Bachelor\xe2\x80\x99s degree plus five (5) years related experience; or an equivalent combination of training and experience.

In addition, you possess:
  • Registry of Motor Vehicles transaction processing experience related to drivers and vehicles;
  • Advanced knowledge of Registry of Motor Vehicles\xe2\x80\x99 programs and services, policies and procedures, processing system, and legislated requirements of the Motor Vehicle Act;
  • The confidence to make difficult decisions and demonstrate a well ordered and logical approach to analysing problems and prioritizing work;
  • The ability to work cooperatively in a team setting or work independently to meet goals, objectives and deliverables as required;
  • Excellent communication skills in order to communicate effectively with other employees, external clients and consultants;
  • The ability to react and adjust positively to change and new ways of doing things;
  • A working knowledge of word processing, spreadsheet and planning tools such as Microsoft Excel, Word and Outlook;
  • Proven Project Management Experience;
  • Proven Analytical Skills.
Assets:

Education/certification in project considered an asset.

This competition is two (2) TERM employment opportunities: one (1) with anticipated end date of January 30, 2024, and another with an anticipated end date of June 20, 2025. The appointment status (\xe2\x80\x98term\xe2\x80\x99, \xe2\x80\x98temporary\xe2\x80\x99 or \xe2\x80\x98casual\xe2\x80\x99) is dependent on the start date of the successful candidate.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
