Job Purpose:
To lead the business of outsourced facility and property management on long-term government contracts under a variety of Public-Private Partnership (P3) models (e.g. Design-Build-Finance-Maintain (DBFM) and Progressive Delivery Model (PDM)). Provide leadership to a team of operations and contract management professionals who ensure effective implementation of contractual terms and standards throughout the entire lifecycle of the asset and deliver on the government\xe2\x80\x99s commitment to achieve risk transfer and value for money objectives with private sector partners. Provide expert support to the Project Delivery teams during the transaction, construction and commissioning phases and manage complex relationships with Project Co and Contracting Authority client representatives throughout the concession period to ensure successful project implementation. Provide leadership to a team of operations and contract management professionals who identify and implement continuous improvement measures for the team. Ownership and Project Management of initiatives designed to improve the overall functioning of the P3 Asset Management Team.

What You Will Do:

  • The Director, P3 Asset Management will be responsible for:



Acts as the owner and organization\xe2\x80\x99s point of contact, providing direction and leadership related to P3 Asset Management\xe2\x80\x99s program responsibilities.
  • Consistently produce high-quality oral and written business communications (e.g. business cases, options analysis, briefing notes, memos, presentations, infographics, dashboards, marketing plans and materials, and timelines/chronologies) for executives, internal teams, and/or external clients.
  • Manage and utilize data and information (both qualitative and quantitative) to provide useful program/project information, ensure effective controls and contract governance are in place.
  • Manage the P3 portfolio in a commercially prudent manner including strategic, financial, operational, relational, reputational, and risk related matters.
  • The ability to manage ambiguity or make decisions without having all the facts, cope with uncertainty and risk, adapt to change, problem solve, think critically, and make decisions based on the best information available and an understanding of organizational objectives.
  • Internal and external leadership and management of resources and relationships.
  • Lead and support change activities, learning, and development as required to support business initiatives and projects.



Provide Leadership to a team of professionals responsible for operational oversight of the PR Asset Management program mandate.
  • Lead, guide and direct the P3 Asset Management team staff and oversee the day-to-day operations.
  • Build, develop and motivate a team of real estate professionals that provide value adding high quality services and consistently work to build and enhance relationships and prominence as a reliable business partner.



Lead the development and implementation of projects, programs, operational and service delivery strategies, policies, and procedures.
  • Work with the Contracting Authority, internal business units, and Project Co. to develop operational strategies, policies and procedures and ensure effective and consistent asset management and service delivery.
  • Develop feasible and best in class solutions to asset management challenges by implementing appropriate strategies while working with the Contracting Authority, internal business units, and Project Co. Supports the standardization of operational processes and continuous improvement following industry best practices.



Additional Internal and External Management of Resources and Relationships.
  • Develop and maintain excellent working relationships with and between Contracting Authority, internal business units, and Project Co.
  • Initiate organizational and service provider cross functional relationships and synergies to align strategy, targets, and lessons learned to achieve continuous improvement in building performance across the managed portfolio.

Who We\'re Looking For:

  • Post-secondary education in Architecture, Accounting, Finance, Business, Mathematics, Economics, Statistics, Engineering, or another relevant discipline/professional designation.
  • Five (5) years of relevant experience working in a large multi-divisional organization with complex and multifaceted real estate portfolios.
  • Certified Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) or Certified Business Analyst Professional (CBAP) or demonstrated experience and knowledge equivalent to the skills acquired through the completion of one of these programs.
  • Understanding of real estate P3 Asset Management fundamentals, markets, and trends.
  • Knowledge of financial analysis such as present value, cost benefit, cash flow and payback methodologies.
  • Knowledge of capital investment planning and capital program management.
  • Understanding of construction, facility operations, building systems, and related codes and regulations is an asset.
  • Designation recognized by REIC, IFMA or BOMA (ex. CPM, CFM, RPA, FMP, etc.) is an asset.
  • Highly developed verbal and written communication skills to address client expectations; discuss options for project plans, explain critical requirements and government priorities.



The salary range for this position is $113,500 to $170,300, with a corresponding job level of M3.

Employment in the Real Estate Division is conditional upon obtaining security clearance through the Program & Policy Enablement Branch, Supply Chain Ontario of the Ministry of Government and Consumer Services.
